238 <br /> <br /> Mr. Higgins said that the east end of Jefferson Park Avenue is the most <br />problematic, and said that even if Council does not support applying for future phases of <br />the project, at least that segment will have been helped. <br /> <br /> Mr. Lynch said he would like to pursue the greenways plan next year, and would <br />like to limit the scope of the proposed grant to phase I. <br /> <br />Mr. Caravati said he supports the Jefferson Park Avenue project. <br /> <br /> Mr. Toscano said he is fine with supporting the proposal, but feels Council should <br />continue to look several years down the road, and noted that he continues to be interested <br />in a way to merge downtown and Mclntire Park. <br /> <br /> Ms. Richards said she is very supportive of the Jefferson Park Avenue project, <br />especially since it will help pedestrian safety, but said she will not necessarily support a <br />joint application for every phase. <br /> <br />REPORT: TRAFFIC CALMING <br /> <br /> Mr. O'Connell said that Ms. Angela Tucker of Neighborhood Development <br />Services will provide a status report on neighborhood traffic calming projects that have <br />been developed as a result of a public meeting on November 7t~. <br /> <br /> Ms. Tucker said that the goal of traffic calming is to improve the livability of <br />residential neighborhoods and promote pedestrian activity in service areas. Ms. Tucker <br />reviewed the traffic calming projects that have been approved by neighborhoods, and <br />noted that some controversial projects still need work to reach a consensus in <br />neighborhoods. <br /> <br /> Mr. Lynch asked if it would be possible to look at speed bumps with less height, <br />and Ms. Tucker said that while she is not sure there is a standard for that, it could be <br />explored. <br /> <br /> Mr. Tom Flynn of Wilbur Smith Associates, traffic consultants, explained that the <br />intent of speed humps is to slow traffic down to the speed limit. <br /> <br /> Mr. Caravati asked when the first projects will be done, and Ms. Tucker said that <br />the non-controversial projects should be in place by this summer. <br /> <br /> Ms. Richards said that the Cherry Avenue crossing in front of Tonsler Park is <br />very hazardous and suggested that something more aggressive be installed there, but Ms. <br />Tucker said they had to balance this with the need for emergency vehicle access to the <br />medical center. <br /> <br /> Ms. Richards said that the traffic calming on Park Street probably does not meet <br />public safety standards regarding turning radii, and she suggested that temporary pilot <br />traffic calming measures be installed to gauge the impact before permanent features are <br />added. <br /> <br /> Mr. Lynch said he hopes to see more use of bike lanes, especially given the <br />decision by Council to allow smaller street widths. <br /> <br />Mr. Caravati said Mr. Lynch's suggestion may be okay on subdivision type roads. <br /> <br /> Mr. O'Connell noted that the Locust Avenue and Park Street bridges will soon be <br />under construction. <br /> <br />RESOLUTION: AUTHORIZING CONDEMNATION OF 776 RIDGE STREET <br /> <br /> Mr. Craig Brown, City Attorney, explained that this resolution would authorize <br />imminent domain proceedings in order to acquire a 37 square foot parcel which is <br />essential for a sidewalk and drainage project funded by Community Development Block <br /> <br /> <br />
