251 <br /> <br /> Ms. Richards read a statement asking why trees are being cut down on the <br />downtown mall. Ms. Richards said only trees that are diseased and cannot be salvaged <br />are cut down. <br /> <br /> Mr. Lynch read a statement suggesting that instead of increasing trash sticker fees <br />that the amount be added to gas bills. Mr. Lynch said he has some sympathy with that <br />suggestion as he finds the trash stickers cumbersome. Mr. Lynch said that the argument <br />was that having the sticker fee would provide an incentive to recycle, but said that the <br />literature says that in order for it to be an incentive, the cost has to go up significantly. <br /> <br /> Ms. Richards read a statement expressing support for increasing the auto decal fee <br />dependent on a clear plan for how the money would be used. Ms. Richards said she <br />agrees that the Council owes it to citizens to provide a plan and provide an opportunity <br />for public input. Ms. Richards noted that the City does operate the fare free trolley <br />service at $260,000 annually. <br /> <br /> Mr. Herb Porter said both his parents are on f~xed incomes, and asked Council not <br />to forget them when they talk about increasing taxes and fees. <br /> <br /> Mr. Toscano said that funding for the tax relief and rent relief programs for the <br />elderly and disabled was increased last year, and he wants to make sure those programs <br />have enough money to cover the need. <br /> <br /> Ms. Richards said that the City also provided $24,000 in free trash stickers last <br />year for low income residents. <br /> <br />Mr. Caravati read a statement supporting ending all relief programs. <br /> <br />Ms. Collette Hall said there is a difference between a need and a want. <br /> <br />As there were no further speakers, the public forum ended. <br /> <br />CONSENTAGENDA <br /> <br /> On motion by Mr. Toscano, seconded by Ms. Richards, the following consent <br />agenda items were approved by the following vote.
