Mr. O'Connell said that State fimding will have a significant impact <br />on the City and School budgets. Mr. O'Connell noted that $36 million is proposed in the <br />five-year capital budget. <br /> <br /> Mr. Cox said he feels there needs to be more discussion with the public regarding <br />the School budget and capital needs. <br /> <br /> Mr. Toscano said the City is facing major new expenditures and hard choices in <br />the capital budget. Mr. Toscano said he thinks there needs to be a better way to share <br />information with the public on the budget. <br /> <br />Mr. Cox said Council may decide to put funds into Jefferson School. <br /> <br /> Mr. Toscano noted that there is $250,000 in the capital budget for historic <br />preservation that could be used. <br /> <br /> On motion by Mr. Toscano, seconded by Mr. Cox, Council voted (Ayes: Mr. <br />Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Toscano. Noes: None) to meet in <br />closed session for thefurpose of discussion of the acquisition and disposition of real <br />property located on 4~" Street, N.W., and the acquiSition of property south of West Main <br />Street, where discussion in open session would adversely affect the negotiating strategy <br />of the City, all as authorized by Section 2.2-371 l(A)(3) of the Virginia Code. <br /> <br /> Council reconvened in open session and, on motion by Mr. Toscano, seconded by <br />Ms. Richards, approved the following certification of closed meeting by the following <br />vote.
