258 <br /> <br />REPORT: STATE BUDGET IMPLICATIONS <br /> Mr. O'Connell provided a status report on state budget implications: impacts on <br />the University of Virginia will affect the local economy; the schools anticipate as much <br />as a $750,000 reduction in funding; libraries may be reduced $200,000; jail costs may be <br />shifted to localities; 50% reduction in six-year transportation plans; $68,000 loss in ABC <br />funds; an estimated $913,000 reduction in Comprehensive Services Act funds for <br />mandated program; and impacts on local social service agencies. <br /> Responding to a question from Mr. Toscano, Mr. O'Connell said that <br /> departmental budget reductions have not yet been implemented. <br /> Mr. Toscano asked that any discretionary funds in Social Services be built up as a <br /> reserve for next year. <br /> <br />CONSENT AGENDA <br /> Mr. Toscano removed the rezoning o£ Carlton Avenue and Monticello Road from <br />the consent agenda. <br /> Mr. Cox removed the resolution authorizing the Town o£Louisa to hold a public <br />hearing on Industrial Development Bonds for the Legal Aid project from the consent <br />agenda. <br /> On motion by Mr. Lynch, seconded by Mr. Cox, the following consent agenda <br /> items were approved by the following vote.
