Mr. Cox said Council may <br />need to consider putting more money into housing in the future. <br /> Mr. Lynch said he supports the project 100%, but said that other areas in the city <br />are in worse shape than Garrett Square. Mr. Lynch said he is reluctant to tie up half of <br />the housing funds in the next five years, but would be comfortable providing $300,000. <br /> Ms. Richards said the application for tax credits needs to be made as competitive <br />as possible since we may not have the opportunity again, and will support providing <br />$500,000. <br /> Mr. Caravati agreed with Ms. Richards that this is the last chance to get at this <br /> property. Mr. Caravati said the safety and quality of life issues are important. <br /> The resolution committing $500,000 to Piedmont Housing Alliance for Garrett <br /> Square was approved by the following vote. Ayes: Mr. Caravati, Mr. Cox, Ms. <br /> Richards. Noes: Mr. Lynch and Mr. Toscano. <br /> <br /> WHEREAS, the Garrett Square apartment building has deteriorated significantly <br />and is in need of substantial renovation; and <br /> <br /> WItEREAS, the Piedmont Housing Alliance and National Housing Trust- <br />Enterprise Preservation Corporation have entered into a joint venture to purchase and <br />significantly rehabilitate the property, provide increased resident services and improve <br />the safety of residents of Garret Square and the surrounding neighborhood; and <br /> WItEREAS, Piedmont Housing Alliance and National Housing Trust-Enterprise <br />Preservation Corporation have applied for an award of tax credits from the Virginia <br />Housing Development Authority and local government financial support is vital to the <br />approval of these tax credits; now therefore, <br /> <br /> BE IT RESOLVED, that the Charlottesville City Council supports the tax credit <br /> application by Piedmont Housing Alliance and NHT-Enterprise Preservation Corporation <br /> for the renovation of Garrett Square and commits to making a grant in the amount of <br /> $50,000 for the rehabilitation and preservation of Garrett Square Apa~ments, subject to <br /> the execution of a grant agreement with the City of Charlottesville by December 31, <br /> 2002. <br /> ORDINANCE: REVISIONS TO SIDEWALK CAFI~ ORDINANCE (2~ reading) <br /> Mr. Jim Tolbert, Director of Neighborhood Development Services, reviewed the <br /> ordinance as approved on first reading: increase fee to $2 per square foot; permits issued <br /> by staff; limited electrical use; review fees in two years; and current permit holders will <br /> he allowed to continue their caf6 if fees are paid on time. Mr. Tolbert said that alt cafes <br /> will be on the same permit cycle. <br /> Mr. Lynch asked if by having essentially an automatic renewal means that permits <br /> are granted in perpetuity, and Mr. Brown said no, Council can go back and change the <br /> ordinance. <br /> <br /> Mr. Lynch asked if caf6 owners can claim a perpetual interest if the ordinance is <br />approved, and Mr. Brown said no, but existing caf6 permits could not be revoked. <br /> Mr. Toscano said language could be inserted in the ordinance making it clear that <br />it does not create a vested right. <br /> <br /> Mr. Brown said that language could be inserted saying that Council will re- <br />examine the ordinance after the consultant's study is compete. <br /> <br /> <br />
