279 <br /> <br />NOTICE OF SPEC~L MEETING <br /> <br />A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE <br />HELD ON Wednesday, March 6, 2002 AT 7:00 p.m. IN THE Basement Conference <br />Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br />Budget Work Session <br /> <br />BY ORDER OF THE MAYOR <br /> <br />BY Jeanne Cox <br /> <br />BASEMENT CONFERENCE ROOM - March 6, 2002 <br /> <br /> Council met in special session on this date with the following members present: <br />Mr. Caravati, Mr. Cox, Ma. Lynch, Ms. Richards, Mr. Toscano. <br /> <br /> Mr. O'Connell reviewed the proposal budget which includes: $35,000 Council <br />reserve; Schools fully funded; mandatory increases for Ivy Landfill ($500,000); Jail <br />($538,000); and Juvenile Detention Home ($700,000 plus). Mr. O'Connell said the <br />Detention Home may open late due to a lack of State funds. Mr. O'Connell said that the <br />fare free trolley is included in the operating budget and the University of Virginia has <br />been asked to provide $20,000 for it. <br /> <br /> Mr. Cox said he would like information on the ridership of the trolley, especially <br />the number of University students. <br /> <br /> Ms. Richards said she would like Council to make a contribution to the Drug <br />Court and Therapeutic Community to make up for the cut in State funds, and would like <br />to ask the County to share in the cost. <br /> <br /> Mr. Toscano asked that information be provided on City employees that have <br />been added in the past few years. <br /> <br /> Mr. O'Connell said he will provide more detailed information, but most of the <br />new employees have been added in Police, Fire, Social Services and School Facilities. <br /> <br /> Responding to a question from Ms. Richards, Ms. Linda Peacock, Assistant City <br />Manager, said that the cost for the Skate Park has been absorbed in the Recreation and <br />Leisure Services budget. <br /> <br /> Mr. O'Connell said the County is not likely to fund the Skate Park, and while no <br />fees are charged now, fees may have to be charged for County and out of region users of <br />the Park. <br /> <br /> Responding to a question from Mr. Caravati, Ms. Peacock said new firefighters <br />are being requested due to new fire regulations. <br /> <br /> Mr. O'Connell said that an attempt is being made to reduce overtime in the Fire <br />Department so that nevi firefighters can be hired, with the hope that overall cost can be <br />reduced. <br /> <br /> Ms. Richards asked if there are any State or Federal funds available for terrorism <br />response for localities, and Mr. O'Connell said that if there are any Federal funds <br />available they are likely to go to the State. <br /> <br /> Mr. Cox asked why some festivals are proposed to receive increases and other <br />not, and Ms. Katie Bullard, Budget Manager, said that those receiving level funding only <br />requested level funding. <br /> <br /> Mr. Toscano said an argument could be made that all festivals should receive <br />level funding, <br /> <br /> <br />
