280 <br /> <br /> Mr. Cox asked if there are other ways to allocate festival funds throughout the <br />year to respOnd to requests made outside of the budget, and Mr. O'Connell said Council <br />could use its reserve. <br /> <br /> Mr. Lynch said he does not think there is enough money for facilities repair, and <br />asked for an update on what is included in this fund. Mr. Lynch also asked for the capital <br />project wish list. <br /> <br /> Responding to a question from Mr. Lynch, Ms. Peacock said that next fall's audit <br />will include asset based accounting. <br /> <br /> Responding to a question from Mr. Cox, Ms. Peacock said traffic calming and <br />neighborhood funds will cover the cost of committed traffic calming projects. <br /> <br /> Mr. O'Connell said information will be provided to Council on how much money <br />remains in the traffic calming fund and what the cost will be to do the 14 committed <br />projects. <br /> <br /> Mr. Lynch said he would like to see the design for the Park Street and Locust <br />Avenue bridges. <br /> <br /> Responding to a question from Mr. Caravati about the request for new personnel <br />in the Clerk of the Circuit Court's office, Ms. Peacock said the Clerk's office appears to <br />be satisfactorily doing things differently with. current staffing. <br /> <br /> Responding to a question from Mr. Cox, Mr. O'Connell said funds are provided <br />for salary and benefits for Quality Community Council staff and they are pursuing 50 lc3 <br />status to qualify for grants. <br /> <br /> Ms. Richards said she does not see Court Square related expenses in the capital <br />budget, and Ms. Peacock said it is funded, but carryovers are not shown in the budget. <br /> <br /> Responding to a question from Mr. Lynch, Mr. O'Cormell said bids for the <br />Downtown Recreation Center renovations were high and the projects is being scaled <br />back. <br /> <br />Mr. Cox asked for a breakout of ecOnomic development money. <br /> <br /> Ms. Richards asked where funds for Jefferson School are, and Mr. O'Connell said <br />no funds have been allocated for it, but a fund could be created in the capital budget using <br />part of the $1.85 million surplus from last year, or the fimds could remain <br />unprogrammed. Mr. O'Connell said the question is what is the appropriate amount for <br />the City to contribute to Jefferson School <br /> <br /> Mr. Cox asked about the value of creating a specific fund for Jefferson School <br />versus keeping it nebulous, and noted that if funds are designated it sends a clear signal. <br /> <br /> Ms. Richards said she thinks Council needs to provide some idea of what the City <br />is prepared to do regarding Jefferson School <br /> <br /> Mr. Caravati said he feels designating funds before a program is developed is <br />premature. <br /> <br /> Mr. Lynch said Council may want to put in $800,000 for initial renovation of <br />Jefferson School. <br /> <br /> Mr. Caravati said funds could be set aside in the strategic development initiative <br />fund. <br /> <br /> Mr. Cox said the committee will not know what is possible until they know how <br />much money is available. <br /> <br /> <br />
