Mr. Cox said he feels it <br />would be best for the task force to offer Council alternative visions for use of the site and <br />not only one recomanendation- He said he feels the composition of the task force is well <br />conceived and does not think it is necessary for a Councilor to be a member. Mr. Cox <br />said he feels the presence of non-voting staff will guarantee a reality check on the <br />proposals. <br /> <br /> Ms. Richards said she feels the proposal is impressive and she expects an outcome <br /> of equal quality. She said she would suggest adding a PTO Council representative, a <br /> Parks and Recreation Advisory Board representative, and a Commission on Children and <br /> Families representative to the task force, and a staff member of the School CIP <br /> Committee to the staff team or task force. Ms. Richards said she thinks expertise from an <br /> architect or from Neighborhood Development Services staff would be helpful on the staff <br /> tear~ Ms. Richards said she received an e-mail message suggesting that a high school <br /> student be a member of the task force, but because of the intensive nature of the work she <br /> is not sure it would coincide with the high school schedule. Regarding hiring the <br /> facilitator, Ms. Richards suggested that the committee make recommendations to the City <br /> Manager and he in turn make a recommendation to Council Ms. Richards agreed with <br /> Mr. Cox that she would rather see options presented rather than one recommendation- <br /> Mr. Lynch said he feels the group has produced a nice piece of work. He agreed <br /> with the additions to the task force suggested by Ms. Richards and said he feels another <br /> neighborhood representative from the neighborhoods of Fifeville, Ridge Street or North <br /> Downtown would be advisable as well as a representative from the adult education <br /> community. He agreed that he would like to see a set of possibilities. He said he would <br /> like to add to the charge that the task force find out who is looking for space and would <br /> be a good partnership there. He said he would like to have Council updated more <br /> frequently than quarterly, and would hope that the study could take less than a year. <br /> Mr. Toscano asked if funds are available for a facilitator, and Mr. O'Connell said <br /> funds are available in the capital budget. <br /> <br /> Mr. Toscano said he is excited about the prospect of preserving the past and <br /> planning for a dynamic future for Jefferson School. Mr. Toscano said he would like to <br /> see a larger task force of about 15 to 20 members, and would not like to see groups <br /> dictate which individuals would serve on the task force. Mr. Toscano agreed that a set of <br /> options should he presented to Council, noting that he feels it could be disastrous to have <br /> a take it or leave it option presented. He cautioned that the process should not be <br /> prejudged now in any way. He said Council may not want to request the historic <br /> designation now, but let the task force make that recommendation after it understands the <br /> f'mancial implications. Mr. Toscano said he thinks it is important to do make-shift <br /> repairs, but outside of that do nothing to the building until the study is complete. <br /> Mr. Caravati said he thinks a School Board member is needed on the task force, <br /> and he supported comments made by other Councilors regarding the task force and <br /> outcome. Mr. Caravati said a public hearing may need to be held on the historic <br /> designation. Mir. Caravati said he does not think it is wise to leave the programs in the <br /> building while work is being done. Mr. Caravati recommendation that the group <br /> reviewing the facilitator applications be more broadbased and report to the City Manager. <br /> He recommended that the task force include two or three citizens at large. <br /> <br /> Ms. Richards said that in lieu of having a School Board member on the task force, <br /> there could be a liaison between the task force and the School Board. <br /> Mr. Lynch suggested that the task force meet individually with all Councilors or <br /> in a work session, and said he feels the School Board should address themselves whether <br /> to keep programs there. Mr. Lynch suggested that the task force contain 20 members. <br /> Mr. Cox noted that the School Board made the decision to move the Pre-School <br /> program to the elementary schools after years of consideration, and he is st~portive of <br /> <br /> <br />
