APPROPRIATION: <br /> <br />$148,014 - Windham (Mountainside) Adult Care <br />Facility (2nd reading) <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville, Virginia, that <br />the sum of $148,014 is hereby appropriated to account 05,301-061046 in the General <br />Fund for the purpose of providing a grant to JABA, Inc. to support the operation and <br />maintenance of Windham as an assisted living facility in Crozet, Virginia. This <br />appropriation is conditioned upon the receipt of $7t,300 from the sale of the City's share <br />of assets in the former District Home in Waynesboro and upon $76,714 as a loan from <br />the unappropriated balance of the General Fund. The General Fund will be reimbursed <br />upon receipt by the City of the final disbursement of unexpended contributions made by <br />the District Home to the Virginia Retirement System. <br /> <br />c. RESOLUTION: <br /> <br />Requesting State Funding Support for First Cities <br />Initiat~ e <br /> <br /> WHEREAS, there is growing disparity between the revenues the State provides <br />to cities and the mandates and transfer of responsibilities the State places on local <br />government, which has been further exacerbated by the State's restrictions on the cities' <br />authority to generate revenues; and <br /> <br /> WHEREAS, the current State-City intergovernmental structure has not kept pace <br />with a changing economy, best business and management practices and monetary drivers <br />of high service responsibilities, most particularly in the areas of education and <br />transportation; and <br /> <br /> WHEREAS, the Joint Legislative Audit Review Committee (JLARC) has <br />recently issued reports on the adequacy of State support for education and tra~portation; <br />and <br /> <br /> WHEREAS, the State generally governs public education and sets the Standards <br /> of Quality (SOQ) which are the base standards that all public elementary and secondary <br /> schools must meet; and <br /> <br /> WHEREAS, JLARC found that the State typically pays about forty percent <br />(40%) of public elementary and secondary school costs and less than fifty-five percent <br />(55%) of the costs of the minimum standards; and <br /> WHEREAS, JLARC further found that localities have valid reasons to be <br />concerned about their level ofresponsib'flitY for educational costs; and <br /> <br /> WHEREAS, the City of Charlottesville in order to address the inadequate State <br />funds for education provides an amount to the Charlottesville Public Schools that is <br />equivalent to over 96% of the entire proceeds the City receives from the real property tax; <br /> <br /> WHEREAS, similarly the recently issued JLARC study of Transportation <br /> activities revealed that the State Highway Maintenance Program is under-funded; and <br /> WHEREAS, this same study revealed over forty percent (40%) of Virginia's <br /> bridges were in need of repair or rehabilitation, and construction funds will be <br /> <br /> <br />
