3OO <br /> <br /> Mr. Cox said if it can be put into the context of something comprehensive, i.e., <br />interchanges, it may be good. <br /> <br /> Mr. Lynch said the Co-tmty should be talked with about this. <br /> Mr. Toscano questioned why the City should object if an at-grade intersection is <br />built at the North Grounds Connector since the City will not be paying for it, and Ms. <br />Richards agreed. <br /> Regarding the Western Bypass, Mr. Lynch said he thinks the money designated <br />for the Bypass could be used in other ways that would make things more efficient, and <br />suggested that other things be put in front of it on the priority list. <br /> Ms. Richards said she would support taking the Western Bypass out of the TIP. <br /> Mr. Toscano said he would like to know more about the pros and cons and <br /> impacts of leaving the Bypass in the TIP versus taking it out. <br /> Mr. Cox asked if taking the Bypass out ofthe TIP releases fimds or will the funds <br /> evaporate. Mr. Cox questioned why we should support the Western Bypass or the <br /> Meadowcreek Parkway, and suggested that two or three projects be agreed on to advance. <br /> Mr. Cox said he thinks there is value in saying the Bypass is not a solution for our <br /> community if we do not jeopardize transit funding by doing so. <br /> Mr. Rue said we will not know if transit funds are jeopardized until we try it. <br /> Mr. Toscano said he has real strong concerns about taking the Bypass out of the <br /> TIP, noting that there will be an impact on City neighborhoods if nothing is built. He <br /> said he thinks a lot more discussion has to occur before it is taken out especially since we <br /> do not have an alternative plan. <br /> <br /> Mr. Cox said that he would like to reconsider the Meadowcreek Parkway before <br /> taldng the Bypass out of the TIP, because of concern that the Parkway could become the <br /> Bypass. Mr. Cox said he intuitively supports removing the Bypass from the TIP, but <br /> feels the Meadowcreek Parkway has to go as well. <br /> <br /> Mr. Caravati said he agrees with Mr. Toscano and thinks the Bypass should stay <br /> in the TIP until we see other solutions. <br /> <br /> Mr. Lynch said that nothing is going to be taken out of the TIP until the MPO gets <br /> a new TIP. <br /> <br /> Mr. Cox questioned what the County's position would be if the City decides not to <br /> build its portion of the Meadowcreek Parkway, and said he would like that question <br /> posed to the Board of Supervisors before Council takes any action. <br /> Mr. Lynch and Mr. Caravati agreed with the idea of asking the County about <br /> whether they would continue to favor building their portion of the Meadowcreek <br /> Parkway if the City decided not to build its portion. <br /> <br /> Mr. Tolbert said the Southern Parkway is included in the Area B study. <br /> Regarding the Eastern Connector, Ms. Richards said the issue is the location study <br /> and trying to get it funded. <br /> <br /> Mr. Cox said we know that the Eastern Connector is needed, but we have to <br /> convince the County since we cannot establish the County's priorities. <br /> Mr. Caravati suggested that staff send out the list of projects to Council so that <br /> they can designate their priorities. <br /> <br /> <br />
