301 <br /> <br /> Regarding the CHART process, Mr. Rue proposed that the City and County try to <br />do a workshop together independent of the TIP. <br /> <br /> Mr. Caravati advised Mr. Rue to recommend to the CHART that they deal with <br />the regional network of roads, not stand-alone roads. <br /> <br /> On motion by Mr. Lynch, seconded by Ms. Richards, Council voted to meet in <br />closed session (Ayes: Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Toscano. <br />Noes: None.) for the purpose of discussing the disposition of publicly held property <br />where discussions in an open meeting would adversely affect the bargaining or <br />negotiating strategy of the City, more specifically described as property on 7th Street, <br />N.E. as authorized by Section 2.2-371 l(A)(3) of the Virginia Code. <br /> <br /> Council reconvened in open session and, on motion by Mr. Cox, seconded by Mr. <br />Lynch, approved the following certification of closed meeting by the following vote. <br />Ayes: Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Toscano.
