RESOLUTION: <br /> <br />Amendment to Loan to Charlottesville Industrial <br />Development Authority <br /> <br /> WHEREAS, on January 7, 2002 the Council of the City of Charlottesville <br />approved by Resolution, a copy of which is attached, a loan to the Charlottesville <br />Industrial Development Authority ("CIDA") in the amount of $2,500,000 for the <br />renovation and upfit of the building and premises located at 220 7~ Street, N.E.; and <br /> <br /> WHEREAS, the City and CIDA have agreed to a modification o fthe terms of <br />the loan as initially approved on January 7, 2002; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia, that the Note referenced in the attached Resolution shall be for a <br />term of seven (7) years, beginning on the date that funds are transferred from the City to <br />CIDA. The Note shall require monthly payments of principal and interest based on a <br />fifteen (15) year amortization schedule, with a balloon payment of all unpaid principal <br />and accrued interest due at the end of the seven (7) year term. All other terms conditions <br />and provisions of the prior Resolution are hereby affirmed and ratified. <br /> <br />c. APPROPRIATION: <br /> <br />$225,000 - Weed and Seed Annual Budget (Federal Grant) <br />(2~a reading) <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville, Virginia, that <br />$225,000 is hereby appropriated from the U. S. Department of Justice to account 11-042- <br />041163 to implement the Weed and Seed strategy for community improvements focused <br />on law enforcement and community policing, plus prevention, intervention and treatment <br />services. In accordance with guidelines established by the U. S. Department of Justice <br />and the Executive Office for Weed and Seed, decisions regarding how the $225,000 will <br />be spent are made by the Weed and Seed Network Steering Committee, chaired by the <br />U. S. Attorney for the Western District of Virginia~ <br /> <br />d. APPROPRIATION: <br /> <br />$!,555,692 - Commission on Children and Families <br />Annual (Consolidated) Budget) (2~a reading) <br /> <br /> WHEREAS, the Virginia Department of Juvenile Justice has approved funding <br />for the City of Charlottesville through the Virginia Juvenile Community Crime Control <br />Act (VJCCCA) for FY 2001 and FY 2002; and <br /> <br /> WHEREAS, the City of Charlottesville has submitted a plan together with the <br />County of Albemarle to the Department of Juvenile Justice, designating Charlottesville as <br />the fiscal agent, to use these funds to provide services to youth who come before the <br />Juvenile and Domestic Relations Court <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville, Virginia that <br />these funds be appropriated to the following accounts: <br /> <br />20-020-062139 Purchase of Services - Community Attention $ 595,491 <br />20-162-062142 Juvenile Court Assessment Center 127,600 <br />20-020-062144 Intensive Probation Program 34,000 <br />20-020-062146 Court Services Unit/Electronic Monitoring 10,500 <br />20-020-062148 Juvenile Justice Coordinator 62,613 <br /> TOTAL $ 830,204 <br /> <br />Additional funding is provided by the County of Albemarle to the following accounts: <br /> <br />20-020-062139 <br />20-162-062142 <br />20-020-062144 <br />20-020-062148 <br /> <br />Purchase of Services - Community Attention $ 52,231 <br />Juvenile Court Assessment Center 28,505 <br />Intensive Probation Program 2,172 <br />Juvenile Justice Coordinator 4~321 <br />TOTAL $ 87,229 <br /> <br /> <br />
