6 a. Minutes of March 13 and 18 b. RESOLUTION: Amendment to Loan to Charlottesville Industrial Development Authority WHEREAS, on January 7, 2002 the Council of the City of Charlottesville approved by Resolution, a copy of which is attached, a loan to the Charlottesville Industrial Development Authority ("CIDA") in the amount of $2,500,000 for the renovation and upfit of the building and premises located at 220 7~ Street, N.E.; and WHEREAS, the City and CIDA have agreed to a modification o fthe terms of the loan as initially approved on January 7, 2002; NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Charlottesville, Virginia, that the Note referenced in the attached Resolution shall be for a term of seven (7) years, beginning on the date that funds are transferred from the City to CIDA. The Note shall require monthly payments of principal and interest based on a fifteen (15) year amortization schedule, with a balloon payment of all unpaid principal and accrued interest due at the end of the seven (7) year term. All other terms conditions and provisions of the prior Resolution are hereby affirmed and ratified. c. APPROPRIATION: $225,000 - Weed and Seed Annual Budget (Federal Grant) (2~a reading) BE IT RESOLVED by the Council of the City of Charlottesville, Virginia, that $225,000 is hereby appropriated from the U. S. Department of Justice to account 11-042- 041163 to implement the Weed and Seed strategy for community improvements focused on law enforcement and community policing, plus prevention, intervention and treatment services. In accordance with guidelines established by the U. S. Department of Justice and the Executive Office for Weed and Seed, decisions regarding how the $225,000 will be spent are made by the Weed and Seed Network Steering Committee, chaired by the U. S. Attorney for the Western District of Virginia~ d. APPROPRIATION: $!,555,692 - Commission on Children and Families Annual (Consolidated) Budget) (2~a reading) WHEREAS, the Virginia Department of Juvenile Justice has approved funding for the City of Charlottesville through the Virginia Juvenile Community Crime Control Act (VJCCCA) for FY 2001 and FY 2002; and WHEREAS, the City of Charlottesville has submitted a plan together with the County of Albemarle to the Department of Juvenile Justice, designating Charlottesville as the fiscal agent, to use these funds to provide services to youth who come before the Juvenile and Domestic Relations Court BE IT RESOLVED by the Council of the City of Charlottesville, Virginia that these funds be appropriated to the following accounts: 20-020-062139 Purchase of Services - Community Attention $ 595,491 20-162-062142 Juvenile Court Assessment Center 127,600 20-020-062144 Intensive Probation Program 34,000 20-020-062146 Court Services Unit/Electronic Monitoring 10,500 20-020-062148 Juvenile Justice Coordinator 62,613 TOTAL $ 830,204 Additional funding is provided by the County of Albemarle to the following accounts: 20-020-062139 20-162-062142 20-020-062144 20-020-062148 Purchase of Services - Community Attention $ 52,231 Juvenile Court Assessment Center 28,505 Intensive Probation Program 2,172 Juvenile Justice Coordinator 4~321 TOTAL $ 87,229
