RESOLUTION: <br /> <br /> WHEREAS, the 53ra <br />2002; and <br /> <br />Waiving Certain License Tax and Other Requirements for <br />Dogwood Festival <br /> annual Dogwood Festival will take place from April 15-28, <br /> <br /> WHEREAS, it has been requested that Council waive certain license tax and <br />other requirements applicable to the Dogwood Festival, for the duration of the Festival; <br />and <br /> WHEREAS, City Council is willing to support this request to the extent set forth <br />below; now, therefore, <br /> BE IT RESOLVED that the following fees and requirements are _waived for the <br /> Dogwood Festival: <br /> <br /> 1. The carnival business license tax imposed by City Code §14-23(1) <br /> ($550/day); <br /> 2. The tent erection fee imposed by City Code §5-57 ($10); <br /> <br /> 3. The zoning inspection. <br /> Fees for inspection of amusement rides associated with festival. <br /> BE IT FURTHER RESOLVED by the Council that the following matters, to the <br />extent applicable, are got waived._: <br /> <br /> 1. Peddler's license and fee imposed by City Code §14-17(d). <br /> <br /> 2. Policing deposit for carnival imposed by City Code §3-2 ($50/day). <br /> <br /> 3. Vendor regulations in accordance with City Code §28-111, et seq., <br /> provided, however, that vendors shall be allowed to operate until 11:00 <br /> p.m. for the duration of the festival. <br /> <br /> 4. Liability insurance in the amount of at least $1,000,000 with certificate of <br /> insurance naming City as an additional insured. <br /> <br /> 5. Permit for fireworks display approved by Fire Department. <br /> <br /> 6. Inspection of amusement rides. <br /> BE IT FURTHER RESOLVED that the Dogwood Festival Board shall be <br />responsible for providing five (5) portajohns at Mclntire Park during the festival, one of <br />which shall be handicapped accessible. <br /> <br />i. ORDINANCE: "AN ORDINANCE AMENDING AND REORDAINING <br /> -SECTION 29-81, ARTICLE II, DIVISION 3, CHAPTER 29 OF THE CODE OF <br /> THE CITY OF CHARLOTTESVILLE, 1990, AS AMENDED, RELATING TO <br /> UTILITIES AND DRAINAGE" (2nd reading) <br /> <br />PUBLIC <br /> Mr. Fowler, Eton Road, asked if Council appr°ved the increase in the E-911 <br />surcharge, and Mr. Caravati said that Council did not increase fhis fee in the budget. <br /> Mr. Fowler said he is glad the fee was not increased because of the impact on low <br /> income residents and because over 50% of his phone bill is taxes and fees. <br /> <br /> <br />
