14 <br /> <br /> Mr. Lynch suggested allowing neighborhoods to have two options for times. <br /> Mr. Toscano said he thinks there should be some uniformity in times for permit <br />parking. <br /> Mr. Caravati asked why Jefferson Park Avenue is not included, and Mr. Tolbert <br />said he will find out why. <br /> <br /> Mr. Caravati said it seems foolish not to include Jefferson Park Avenue. <br /> Mr. Caravati asked about enforcement, and Mr. Tolbert said that the police have <br />been part of the process, and that enforcement will be done as part of their regular route <br />and by complaint as well. <br /> <br /> On motion by Mr. Cox, seconded by Ms. Richards, the ordinance entitled "AN <br /> ORDINANCE AMENDING AND REORDAINING THE CODE OF THE CITY OF <br /> CHARLOTTESVILLE, 1990, AS AMENDED, CHAPTER 15 (MOTOR VEHICLES <br /> AND TRAFFIC), DIVISION 3 (RESIDENTIAL PERMIT PARKING ZONES AND <br /> RESTRICTED PARKING BLOCKS) was offered and carried over, <br /> Mr. Caravati asked that staff and the neighborhoods sort through interest in permit <br /> parking on particular streets, <br /> Mr. Toscano asked if staff will provide notice to people in zones where the times <br /> for permit parking is proposed to change, and Mr. Tolbert asked that Council delay the <br /> second reading of the ordinance to the second meeting in May to allow time to get the <br /> notices out. <br /> <br /> Ms. Richards asked about the issue raised about parking while using the <br /> Alderman Library, and Mr. Tolbert said that restricted parking time in the neighborhood <br /> immediately adjacent to that area is not proPosed to change. <br /> Ms. Richards suggested extending the pnblic hearing to the second reading of the <br /> ordinance to give people an oppommity to read the proposed ordinance, and Couxtcil <br /> agreed. <br /> <br /> REPORT: WATER SUPPLY RECOMMENDATIONS <br /> <br /> Mr. Larry Tropea, Executive Director of Rivanna Water and Sewer Authority, <br /> said that the purpose of the presentation is to review recommendations for future water <br /> supply strategy, promote water conservation and a watershed approach, and outline a <br /> proactive strategy to meet our future water needs. Mr. Tropea said the objectives of the <br /> water supply recommendations are to provide a safe, reliable water supply to meet the <br /> future water needs of our urban service area in an environmentally and economically <br /> sound manner. Mr. Tropea reviewed the immediate and longer term water supply <br /> strategies, immediate (through 2030): take a watershed approach; generate better data <br /> for decisions; water conservation by City and ACSA customers; add four-foot crest <br /> controls on the SFRR; match downstream SFRR release to reservoir input; make <br /> improvements in drought prediction and reservoir management; perform maintenance <br /> dredging on the SFRR (conduct feasibility and cost study first); and study expansion of <br /> water sources to include the Mechums River. Longer term (through 2050): reexamine <br /> projected 2050 water demand based on additional data base and new information and <br /> obtain additional safe yield as needed from the following options: construct dam and <br /> reservoir on Buck Mountain Creek; obtain raw water from the James River; obtain raw <br /> water from Chris Greene Lake; add eight-foot crest controls on the SFRR; and augment <br /> t~stream baseflow with highly treated wastewater. Mr. Tropea said a public hearing will <br /> be held on the recommendations on May 1st, with final recommendations to be made on <br /> June 24th. <br /> Mr. Cox asked about the timetable for dredging the South Fork Reservoir, and <br /> Mr, Tropea said it should be done in the next ten years, but more study and perhaps trials <br /> are necessary first. <br /> <br /> <br />
