13 <br /> <br /> Ms. Richards asked about the survey provision in new zones, and Mr. Tolbert said <br />that the overall parking ordinance still has that provision in place. Mr. Tolbert <br />recommended that the new parking zone be created, and that the survey and petition <br />process be followed to include any new streets. Mr. Tolbert noted that partial blocks can <br />now be designated for permit parking. <br /> <br />Ms. Richards agreed with Mr. Tolbert's recommendation. <br /> <br /> Mr. Cox said he thinks the idea of a parking zone with the University at the center <br />is an excellent idea, with flexibility buik in to consider streets on a case by case basis. <br />Mr. Cox said he thinks it is really important for Council to send a clear signal to <br />neighborhoods that they will be protected. Mr. Cox said that a lot of new building is <br />planned at the University and there is a need to offset that impact. Mr. Cox said he <br />agrees with designating the zone, but he thinks that the signature process is cumbersome. <br /> <br /> Mr. Tolbert noted that new parking permit streets will not likely be implemented <br />until August to fit in with the existing cycle. <br /> <br /> Mr. Cox said he thinks we need the ability to act quickly and he hates to shy away <br />from the overall good this will do. <br /> <br /> Mr. Tolbert said it will take some time to mail the surveys and do the on-street <br />surveys. Mr. Tolbert said that the ordinance could be amended to provide for a public <br />hearing, with notice given in advance, for proposed permit parking streets, rather than <br />requiring the survey. But he noted that a determination will still need to be made that <br />there is commuter parking on the street. <br /> <br /> Ms. Richards said she agrees with designating the zones and having the ability to <br />designate streets quickly. <br /> <br /> Mr. Lynch agreed, but expressed concern that the time of the restricted parking on <br />streets that already have permit parking would change to the new time if the ordinance is <br />adopted without neighborhood approval. <br /> <br /> Mr. Toscano noted that under this ordinance the time for restricted parking in the <br />Lewis Mountain neighborhood would not change, but other streets in zone 1 would go to <br />the 12:00 midnight to 7:00 p.m. time restriction. Mr. Toscano asked if streets can opt out <br />of permit parking. <br /> <br /> Mr. Tolbert said that streets, through a petition process, can opt out of permit <br />parking. <br /> <br /> Mr. Toscano asked about the thinking behind not including something like a two <br />hour parking restriction, and Mr. Tolbert said the idea never came up and it was not <br />discussed. <br /> <br /> Mr. Toscano asked if there is a way to speak to the church's concerns, and Mr. <br />Tolbert said that matter needs to be discussed and explored further. <br /> <br />Mr. Caravati said enforcement may be a concern. <br /> <br /> Mr. Toscano said it sounds like concerns expressed can be addressed, and even <br />with the proposed ordinance Wayside Place could be designated for permit parking on a <br />special trial basis. <br /> <br /> Mr. Lynch said he wants to give neighborhoods the choice of changing to the time <br />of 12:00 midnight to 7:00 p.m., noting that he does not want to impose this change on <br />them. <br /> <br /> Mr. Tolbert recommended that Council approve the ordinance on first reading and <br />that new language be proposed for second reading. <br /> <br /> <br />
