35 <br /> <br />Neighborhood Association as reimbursement for park renovations; and <br /> <br /> WHEREAS, $8,001.00 was transferred to the Belmont Park revenue account from <br />CDBG funds as reimbursement for the construction of handicapped ramps at Belmont <br />Park; and <br /> <br /> WHEREAS, $15,000 was awarded to the City of Charlottesville, through the <br />Belmont Neighborhood Association, from the Perry Foundation with the intention of <br />providing funds for additional lighting fixtures and play equipment of Belmont Park; <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville, Virginia, that <br />$26,062.68 is hereby appropriated to account code 26-181-073110-50111 inthe Capital <br />Fund for renovations at Belmont Park. <br /> <br />d. APPROPRIATION: $218,000 - Greyhound Bus Station Renovation (carried over) <br /> <br />e. RESOLUTION: <br /> <br />Amending Commission on Children and Families Agreement <br />re: Membership <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville, Virginia that <br />approval is hereby granted to amend the Joint Agreement on the Commission on Children <br />and Families, dated October 21, 1997, amended October 4, 1999. <br /> <br />"1) With respect to the STRUCTURE OF THE COMMISSION, the City and the County <br />agree that: <br /> <br />The Commission shall consist ofsevemee~ nineteen voting members. A majority <br />o£the board shall be citizens who are not employed by government or service <br />agencies and who are not elected government officials. NLue Eleven of the voting <br />members shall be citizen representatives (''Citizen Members"): fo, ur five <br />appointed by the County, fc,-'~r five appointed by the City and one jointly <br />appointed private service provider. Of the .... eleven citizen members, at least <br />one appointee from each jurisdiction must be a parent, and at least one appointee <br />from each jurisdiction must be a youth under the age of eighteen years at the time <br />his or her appointment takes effect .... " <br /> <br /> AND BE IT FURTHER RESOLVED that the Mayor is hereby authorized to <br />execute an updated Joint Agreement which has been amended as set forth herein. <br /> <br />f. RESOLUTION: Supporting State Transportation Funding for Localities <br /> <br /> WHEREAS, the transportation systems in Virginia are critical to the continuing <br />economic vitality and livability of the Commonwealth and its political subdivisions; <br /> <br /> WHEREAS, the Code of Virginia, along with the State Appropriation Act, set <br />forth the revenues dedicated to transportation and how they are allocated across the State <br />and its polkical subdivisions. <br /> <br /> WHEREAS, the recent economic downturn and an unsound Six-Year <br />Transportation Capital Improvement Plan has created a crisis for transportation finance in <br />the Commonwealth; <br /> <br /> WHEREAS, to avert the financial crisis the Governor has directed the Secretary <br />of Transportation and the Interim Commissioner of the Virginia Department of <br />Transportation (VDOT) to develop a realistic, achievable and fiscally responsible plan for <br />transportation spending in the Commonwealth. <br /> <br /> WHEREAS, VDOT's proposed plan includes potential reductions of up to 47% <br />in state aid to urban transportation construction programs, which will severely impact <br />localities; <br /> <br /> <br />
