36 <br /> <br /> WHEREAS, new and innovative ways must be found to mitigate the impact of <br />this financial crisis on the state and its political subdivisions. <br /> <br /> WHEREAS, Governor Warner has commissioned a review of governmental <br />efficiency and effectiveness in Virginia with the object ot~ among other things, <br />identifying redundant and ineffective services, and streamlining and consolidating state <br />agencies and programs; <br /> <br /> WHEREAS, the American Public Works Association (APWA) has adopted a <br />policy statement for the reauthorization of the Transportation Equity Act for the 21~t <br />Century which includes the statement that "Federal and state oversight must be <br />streamlined to ensure the most efficient use of limited federal, state and local fiscal <br />resources." <br /> <br /> WHEREAS, the APWA Board acknowledges that "in many cases, larger cities <br />and counties have the capability to carry out the projects without the direct oversight of <br />both the federal and state governments." <br /> <br /> WHEREAS, certain Towns and all Cities in the Commonwealth have total <br />responsibility for ownership, maintenance and operation of their roadways and <br />transportation systems but are subject to excessively strict oversight and, in some cases, <br />oppressive control by VDOT; <br /> <br /> WHEREAS, many Cities and Towns have competent, professional, licensed staff <br />successfully developing and implementing similar construction projects for their <br />localities; <br /> <br /> WHEREAS, Cities and Towns are ultimately accountable to their citizens for <br />managing, maintaining and/or operating transportation systems within their jurisdictions, <br />including roadways, structures, bike, mass transit, and pedestrian facilities; now <br />therefore, <br /> <br />BE IT RESOLVED, that the City Council of the City of Charlottesville <br /> <br /> 1. Wants to work in parmership with the Transportation Secretariat, <br />Transportation Department Directorate and staff to identify and implement efficiency <br />improvements in state and local transportation system management. <br /> <br /> 2. Supports an independent, outside review of the processes for developing <br />and implement~ transportation projects with the goal of streamlining burdensome <br />processes, reducing unnecessary costs, reducing excessive construction time, establishing <br />measurable project management objectives and strengthening accountability; <br /> <br /> 3. Supports efforts to increase flexibility in the application of standards for <br />local transportation projects. <br /> <br /> 4. Recommends transforming the VDOT Urban Division into an office <br />whose mission is to truly support localities' maintenance and construction programs, not <br />to "administer [these programs] for municipalities."
