40 <br /> <br /> WHEREAS, certain residents of Wayside Place, beginning at the intersection with <br />Rugby Road for 1200 feet west; Edgewood Lane, beginning 400 feet to the west; Harman <br />Road, between Jefferson Park Avenue and Stadium Road; Shamrock Road, between <br />Jefferson Park Avenue and Stadium Road; Burnley Avenue between Rugby Road and <br />Cabell Avenue; Wertland Street, between 10t~ Street and !4t~ Street; Rugby Place; and <br />Washington Avenue between Jefferson Park Avenue and Stadium Road, and/or the City <br />Traffic Engineer have requested that City Council designate those streets or portions of <br />streets as restricted parking areas; and <br /> WHEREAS, in accordance with Section 15-203 of the Charlottesville City Code, <br />1990, as mended, the City Traffic Engineer has conducted on-street parking surveys and <br />mailed notice to all residents of the affected areas that Council will consider this request; <br />and <br /> <br /> WHEREAS, the surveys have shown that at least 75% of the total number of on- <br /> street parking spaces in the proposed restricted parking blocks were occupied, and at least <br /> 50% of the total number of on-street parking spaces in those blocks were occupied by <br /> commuter vehicles; and <br /> <br />WHEREAS, Council has considered: <br /> <br />(a) the purpose and intent of Chapter 15, Article 5, Division 3 of the Charlottesville <br /> City Code, 1990, as amended; <br /> <br />(b) the alternate means of transportation, if any, to and from the restricted parking <br /> areas being established; <br /> <br />(c) the impact, if any, that establishment of a restricted parking area may have on <br /> nearby neighborhoods or blocks that do not have permit parking; <br /> <br /> (d) the impact, if any, that a restricted area may have on persons who do not reside <br /> within that area and their ab'flity to lind parking near their place of work; and <br /> <br />(e) the hours, if any, during which the proposed restricted parking areas are <br /> affected by commuter vehicles. <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville that, pursuant to <br />Section 15-203 of the Cb Code, the following areas are each hereby designated <br />restricted parking areas: Wayside Place, beginning at the intersection with Rugby Road <br />for 1200 feet west; Edgewood Lane, beginning 400 feet to the west; Harman Road, <br />between Jefferson Park Avenue and Stadium Road; Shamrock Road, between Jefferson <br />Park Avenue and Stadium Road; Burnley Avenue between Rugby Road and Cabell <br />Avenue; Wertland Street, between 10s Street and 14th Street; Rugby Place; and <br />Washington Avenue between Jefferson Park Avenue and Stadium Road. <br /> <br />REPORT: PROPOSED UTILITY RATES <br /> <br /> Ms. Rita Scott, Director of Finance, explained that the utility rates are designed to <br />run on a breakeven basis. Costs include: cost of service purchased; rtmning systems <br />internally; and improvements and maintenance of the systems. Recent projects and <br />initiatives include automated meter reading; repairs to the sewer system; replacement of <br />undersized and old water lines; and water conservation research and education. Water <br />rates are proposed to increase an average 7.6, with higher rates charged from June - <br />October; wastewater rates will increase an average of 20.8%, mostly due to the increase <br />in treatment costs; and gas rates will increase an average 2.5% based on current prices. <br /> <br /> Mr. Lynch said that with the increases in water due to wholesale prices from <br />Rivanna Water and Sewer Authority, can we get a better indication from them about what <br />their capital needs are for a couple of years out. He also asked if the capital costs <br />incurred by Rivanna are a result of expansion of their system due to expansion in <br />Albemarle County, and if they are, should this cost be passed on to all jurisdictions. <br /> <br />Mr. O'Connell said that the Rivanna Board has had a similar discussion and will be <br /> <br /> <br />
