ORDINANCE APPROVING JOINT POWERS ASSOCIATION AGREEMENT FOR <br />THE PROCUREMENT OF ENERGY SERVICES" was offered and carried over to the <br />next meeting for consideration~ <br /> <br />RESOLUTION: APPROVING CONCEPT AND PROCESS FOR <br />REDEVELOPMENT OF JUVENILE AND DOMESTIC RELATIONS COURT <br /> Mr. O'Cormell said that the proposal, which builds on the discussion of Council <br />over the last two meetings, involves a partnership between Mosetey Architects and <br />Wallace, Roberts and Todd, with the same fee as originally proposed and no delay in the <br />schedule. An advisory committee is proposed to be appointed by the City Manager and <br />County Executive. The f'mal design will need to be approved by the Board of <br />Architectural Review. The future for the jail wilt be looked at and parking requirements <br />will be maintained. Mr. O'Connell said this proposal is subject to Albemarle County's <br />agreement, but he believes they will approve it. <br /> Mr. Cox asked if this is a collaboration that both teams have embraced, and Mr. <br /> O'Connell said that the concept came from the Moseley group and the best evidence is <br /> that they have embraced it. <br /> Mr. Lynch said he thinks it is a good proposal and he thinks that ultimately we will <br /> get a good design. <br /> Mr. Cox said he supports the proposal and finds it sufficiently defined. He said he <br /> is glad that the fee has not been increased. Mr. Cox said he likes the stipulation regarding <br /> the future revitalization of the jail, and fully embraces the proposal. <br /> <br /> Ms. Richards said she is glad to support the proposal. <br /> On motion by Mr. Lynch, seconded by Ms. Richards, the Resolution regarding the <br />Concept and Process for Redevelopment of the Juvenile and Domestic Relations Court <br />was approved by the following vote. Ayes: Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. <br />Richards, Mr. Toscano. Noes: None. <br /> To insure that the Charlottesville/Albemarle Juvenile and Domestic Relations Court <br />redevelopment project proceeds in a timely manner, City Council hereby resolves as <br />follows: <br /> <br /> A~ The fmms of Moseley Architects and Wallace, Roberts and Todd (WRT) will be <br /> responsible for the following phases of the project: <br /> <br /> 1) WRT: design development and schematic design <br /> 2) Mosely: construction documents and construction administration. <br /> <br /> B. Total architectural fees will remain at $650,000; project estimates, including <br /> sott costs, will remain at - $9.638 million~ <br /> <br />C. Project schedule will remain at 130 weeks. <br /> <br />D. The City Manager and the County Executive, with the advice of City Council <br /> and the Board of Supervisors, will appoint an advisory committee (much like <br /> the original negotiating committee) to work with the architectural teams on the <br /> final design. <br /> <br />E. Final design will be submitted to the Board of Architectural Review as legally <br /> require& <br /> <br /> F. The footprint for the J&DR Court renovation/expansion shall remain <br /> substantially as proposed; the programmatic elements will remain as proposed. <br /> The project will include a two-tier parking deck and the location of the <br /> building/structures in relation t the old jail will remain as propose& The intent <br /> of the design is to preserve and enhance the original historic faqade. <br /> <br /> <br />
