ALBR0, MR. BUCK, MR. CONOVER, MS. GLEASON, <br /> DR. HALL. ABSENT: NONE. <br /> <br /> ON MOTION BY MS. GLEASON, SECONDED BY DR. HALL, THE MINUTES OF <br /> NOVEMBER 16TH WERE UNANIMOUSLY APPROVED WITH THE I'NCLUSION OF THE <br /> FOLLOWING STATEMENT ON PAGE 9: MR. BUCK INDICATED A SET O.F RE- <br /> QUIREMENT OF A MINIMUM DF 3,000 VOTES WOULD BE NEEDED BEFORE HE <br /> WOULD CONSIDER BEING BOUMD BY THE REFERENDUM. <br /> <br /> ON MOTION BY MS. GLEASON, SECONDED BY DR. HALL, THE MINUTES OF <br /> NOVEMBER 19TH WERE ~PPROVED, MR. ALBRO ABSTAINING. <br /> <br /> ON MOTION BY DR. HALL, SECONDED BY MS. GLEASON, THE ~INUTES OF <br /> NOVEMBER 23RD WERE UNANIMOUSLY APPROVED. <br /> <br /> 0i4 MOTION BY MS. GLEASON, SECONDED BY MR. ALBRO, THE MINUTES <br />OF DECEMBER 7TH WERE UNANIMOUSLY APPROVED. <br /> <br /> MR. WILLIAM S. JOHNSON OF 217 OLD LYNCHBURG ROAD EXPRESSED <br />DISSATISFACTION AT COUNCIL'S DECISION TO DENY HIS REQUEST TO BE <br />PLACED ON THE AGENDA. HE ALSO STATED HIS DISAPPROVAL OF COUNCIL'S <br />DECISION TO SPEND $3,000 IN PUBLICIZING THE MIXED WARD/AT LARGE <br />SYSTEM REFERENDUM THAT APPEARED ON THE NOVEMBER BALLOT. MB. JOHN- <br />SON CONTINUED TO ELABORATE ON HIS OPPOSITION TO COUNCIL'S METHODS <br />OF DECISION MAKING. BE EXCEEDED THE TEN MINUTE TIME LIMIT IN <br />ADDRESSING COUNCIL AND WAS ASKED TD STEP DOWN FROM THE MICROPHONE <br />BY MAYOR BUCK. <br /> <br /> CHARLES THOMPSON OF 123 FOURTH STREET, NW, AND A MEMBER OF <br />STARR HILL REVITILIZATION COMMITTEE PRESENTED COUNCIL WITH A <br />PLAQUE, THANKING THE CITY FOR ITS ASSISTANCE IN THE COMMITTEE'S <br />REDEVELOPMENT EFFORTS, AND HONORING THE CITY BY OFFICIALLY NAMING <br />A STAR CHARLOTTESVILLE, VIRGINIA, WHICH WILL BE RECORDED IN THE <br />LIBRARY OF CONGRESS. <br /> <br /> MAYOR BUCK PRESENTED THE PLAQUE TO MR. HUJA, DIRECTOR OF <br />COMMUNITY DEVELOPMENT, COMMENDING HIM FOR HIS DEPARTMENT'S ASSIS- <br />TANCE. <br /> <br /> ROGER WILEY, CITY ATTORNEY, INTRODUCED THE FIRE PREVENTION <br />CODE, EXPLAINING THAT THE ORDINANCE WAS PREPARED TO REVISE SECTIONS <br />OF THE CITY CODE TO TAKE ADVANTAGE OF LOCAL OPTION LEGISLATION CON- <br />CERNING THE INSTLALATION OF SMOKE DETECTORS IN APARTMENTS, AND <br />ROOMING HOUSES. MR. WILEY STATED THAT THE ORDINANCE ALSO REINSTI- <br />TUTES THE CITY'S FIRE PREVENTION CODE. <br /> <br /> MR. WADE TREMBLAY OF 1100 LOCUST AVENUE AND A MEMEBR OF THE <br />BLUD RIDGE APARTMENT COUNCIL, EXPRESSED CONCERNS OF LANDLORDS HAVING <br />TO TEST SMOKE DETECTORS. MR. TREMBLAY INDICATED HE THOUGHT THIS <br />WAS UNECESSARY AND WOULD PRESENT PROBLEMS BECAUSE OF THE DIFFICULTY <br />IN ENTERING APARTMENTS FOR INSEPCTION CE THE DETECTORS AND BECAUSE <br />OF THE BULK OF INSPECTIONS THAT WOULD HA~E TO BE DONE IN LARGE <br />APARTMENT COMPLEXES. <br /> <br /> <br />
