ALBRO MOVED TO MAKE THE FOLLOWING CHANGES IN THE ORDINANCE <br />UNDER SECTION II. 1-5. SMOKE DETECTORS IN CERTAIN BUILDINGSi PAGE <br />3, PARAGRAPH (A)i CHANGE E~FECTIVE DATE TO JANUARY 1, 1983~ PARA- <br />GRAPH (C), LINES 3 & 4~ DELETE 'AND AT LEAST ANNUALLY, THEREFORE'i <br />LINE 9' DELETE 'ANNUAL'. CONDVER, SECONDED BY MS. GLEASDN, COUNCIL <br /> <br />UNANIMOUSLY AGREED TO EXTEND THE OPTION. <br />MR. LESTER BARRES EXPRESSED CONCERN THAT HE HAD NOT RECEIVED A <br /> <br />DECISION FROM COUNCIL REGARDING HIS APPLICATION FOR A NEWSTAND ON THE <br /> <br />DOWNTOWN MA <br />TO COUNCIL <br />THE PROPOSE <br /> MR. Buc <br />DIFFICULTIES <br /> DR. HALL <br /> <br />STRUCT A NEWSTAMD ON THE DOWNTOWN MALL. THE MOTION DIED FOR LACK OF <br /> <br />A SECOND. <br /> MR. BUCK <br />OF COUNCIL'S <br />COULD NOT BE <br /> <br /> ON MOTION BY MR. CONOVER, COUNCIL APPROVED A PUBLIC HEARING SET FOR <br />THE FIRST REGULAR MEETING OF COUNCIL IN JANUARY, TO DISCUSS COMMUNITY <br /> <br />DEVELOPMENT BLOCK GRANTS, FOLLOWED BY A WORK SESSION AND THE APPOINT- <br />MENT OF A C~MMITTEE, BY THE FOLLOWING VOTE: AYES, MR. ALBRO, MR. <br /> / <br />CONOVER, MS_ GLEASON, DR. HALL. NOES: MR. BUCK. <br /> <br />_L. MR. BARRES EXPLAINED THAT HE HAD PREVIOUSLY SUBMITTED <br /> <br /> PETITION SIGNED BY NUMEROUS MALL MERCHANTS IN SUPPORT OF <br /> NEWSTAND. <br /> <br /> RESTATED COUNCIL'S CONCERNS OF POSSIBLE MALL CLUTTER AND THE <br /> OF REGULATING MATERIALS SOLD ON THE MALL. <br /> <br /> MOTIONED THAT THE APPLICANT BE GRANTED PERMISSION TO CON- <br /> <br />EXPLAINED TO MR. BABRES THAT THE LACK OF A SECOND IS EVIDENT <br /> <br />DISAPPROVAL OF THE REQUEST AND THAT IT SUGGESTS PERMISSION <br /> <br />GRANTED. <br /> <br /> <br />
