MR. ~ILEY STATED THE FIRM OF MILLER, BALIS AND 0tNEILL OF <br /> WASHINGTON, D.C. HAS BEEN DIRECTED TO FILE A NOTICE OF PROTEST WITH <br /> THE STATE CORPORATION COMMISSION. <br /> <br /> MR. ALBRO STATED HIS OPPOSITION TO THE CITY PLAYING THE ROLE OF <br /> CONSUMER ADVOCATE, INDICATING THE CITY CANNOT CHALLENGE EVERY UTILITY <br /> RATE INCREASE, SUCH AS VEPCO AND ATsT. <br /> <br /> MR. BUCK INDICATED THAT SINCE CENTEL IS A LOCAL UTILITY, THE RATE <br /> INCREASE WOULD WOULD AFFECT THE CITIZENS OF CHARLOTTESVILLE, THERE- <br /> FORE THE CITY SHOULD SUPPORT THE CITIZENS AND ACT AS A CONSUMER ADVO- <br /> <br /> CATE. <br /> ON MOTION BY MR. GLEASON, THE FOLLOWING <br /> APPROPRIATION WAS OFFERED AND CARRIED OVER TO THE NEXT MEETING FOR <br /> CONSIDERATION. <br /> <br /> WHEREAS, THE CENTRAL TELEPHONE COMPANY OF VIRGINIA (CENTEL) HAS <br /> PENDING BEFORE THE STATE CORPORATION COMMISSION AN APPLICATION FOR <br /> A RATE INCREASE WHICH WILL SUBSTANTIALLY INCREASE THE COST OF TELEPHONE <br /> SERVICE FOR THE CITY GOVERNMENT AND FOR ALL CITIZENS OF THE CITY, AND <br /> <br /> WHEREAS, IT APPEARS TO THIS COUNCIL THAT THE RATES REQUESTED MAY <br /> EXCEED THOSE NECESSARY TO GUARANTEE CENTEL A FAIR AND EQUITABLE RETURN <br /> ON ITS INVESTMENTi AND <br /> <br /> WHEREAS, THE COUNCIL HAS THEREFORE DIRECTED THE CITY ATTORNEY AND <br /> THE FORM OF MILLER, BALIS AND O'NEIL, P.C.
