STAFF REPORT RE: <br />DELINQUENT TAXES <br /> <br />APPROPRIATION RE: <br />$3,000 GIRLS' ATTEN- <br />TION HOME <br /> <br />RESOLUTION RE: <br />GRANTING PERMISSION FOR <br />ENCROACHMENT ON RIVES <br />STREET <br /> <br />THE COST OF THE TRANSIT SYSTEM AND TO REDUCE SERVICE; 1) PROVIDE A <br /> <br />NEW ROUTE STRUCTURE, 2) CHANGE FROM 30 MINUTE COMMUTER PEAK HOUR <br /> <br />FREQUENCY TO ONE HOUR FREQUENCY AND 3) CURTAIL THE HOURS OF EVENING <br /> <br />SERVICE BY ONE HOUR TO 6:30 PM, <br /> <br /> MR. 0.'CONNELL STATED THAT THE EXISTING SERVICE LE~EL,_IS <br /> <br />PRODUCING LESS RIDERSHIP THAN HAD BEEN PROJECTED. HE INDICATED THAT <br /> <br />IF THE EXISTING SERVICE LEVEL CONTINUES THROUGH THE END OF THE <br /> <br />CURRENT EISCAL YEAR, THE RESULTING DEFICIT WOULD REQUIRE AN ADDI- <br /> <br />TIONAL $37,000 IN CITY FUNDS, OVER AND ABOVE THE AMOUNT PRESENTLY <br /> <br />BUOGETED AS THE CITY'S SHARE FOR OBERATING THE CHARLOTTESVILLE <br /> <br />TRANSIT SYSTEM. HE STATED THAT IF THE SERVICE LEVEL IF REDUCED BY <br /> <br />APRIL l, NO ADDITIONAL CITY FUNDS WOULD BE REQUIRED THIS BUDGET YEAR. <br /> MAYOR BUCK ASKED FOR A REPORT INCORPORATING A BROAD SPEC- <br /> <br /> TRUM OF CHOICES, SHOWING NUMBERS AND THE EFFECTS OF RIDERSHIP. <br /> <br /> COUNCIL AGREED TO HOLD A PUBLIC HEARING ON THE PROPOSED <br /> <br /> REDUCTIONS IN THE TRANSIT SERVICE AT ITS NEXT REGULAR MEETING <br /> <br /> ON FEBRUARY 1, 1982. <br /> DON CASTOR, RESIDENT OF THE CITY ADDRESSED COUNCIL, <br /> INDICATING HE WAS AN AVID BUS RIDER, BUT STOPPEO BECAUSE THE <br /> <br /> BUSES ARE NOT DEPENDABLE. HE ALSO INDICATED THAT HE TAKES <br /> <br /> APPROXIMATELY 45 MINUTES TO TRAVEL ACROSS THE CITY BY BUS AND <br /> <br /> 10 MINUTES BY CAR. MR. CASTOR STATED THAT IS A DETERMINING <br /> <br /> POINT IN MAKING A DECISION AS TO WHETHER TO RIDE THE BUS. <br /> <br /> MRS. KATE CASTOR, RESIDENT OF THE CITY, STATED SHE <br /> <br /> THOROUGHLY ENJOYS RIDING THE BUS, INDICATING THAT THE MAJOR <br /> <br /> PROBLEM IS THE BUSES ARE NOT ON TIME. SHE ALSO SPOKE IN FAVOR <br /> <br /> OF CONTINUING THE SUNDAY SERVICE, PARTICULARLY FOR THE ELDERLY <br /> WHO WANT TO GO TO CHURCH AND HAVE NO OTHER ALTERNATIVE MEANS <br /> <br /> OF TRANSPORTATION. MRS. CASTOR ALSO STATED THAT PROHIBITING <br /> <br /> PARKING DOWNTOWN WILL ENCOURAGE BUS RIDERSHIP. <br /> <br /> MAYOR BUCK REFERRED THE DELINQUENT TAX ROLLS TO A COM- <br /> <br /> MITTEE COMPRISED OF THE CHAIRMAN OF THE FINANCE COMMITTEE, <br /> <br /> ONE OTHER COUNCIL MEMBER, THE COMMISSIONER OF REVENUE AND THE <br /> <br /> D~RECTOR OF FINANCE. MAYOR BUCK INSTRUCTED THIS COMMITTEE TO <br /> <br /> MEET AND REPORT BACK TO COUNCIL. <br /> <br /> THE APPROPRIATION OF $3,000 FOR REMODELING THE KITCHEN <br /> <br /> OF THE GIRLS; ATTENTION HOME WHICH WAS OFFERED AT THE MEETING <br /> OF JANUARY 4TH, WAS ADOPTED BY THE FOLLOWING VOTE. AYES; <br /> MR. ALBRO, MR. BUCK, MR. CONOVER~ MS. GLEASON, DR. HALL. <br /> NOES: NONE. <br /> <br /> ON MOTION BY MR. ALBRO, SECONDED BY MS. GLEASON, THE <br /> <br /> FOLLOWING RESOLUTION WAS UNANIMOUSLY ADOPTED BY COUNCIL: <br /> <br /> WHEREAS, OVER 50 YEARS AGO A CERTAIN STORE BUILDING KNOWN <br /> AS 512 RIVES STREET LOCATED ON TAX PARCEL 86, TAX MAP 56, <br /> FRONTING ON RIVES STREET IN THE CITY ~AS INADVERTENTLY CON- <br /> STRUCTED PARTIALLY IN SAID STREET; AND <br /> <br /> WHEREAS, THE OWNERS OF SAID PARCEL, JOYCE T. LIVELY AND <br /> <br /> <br />
