REGULAR SESSION <br /> <br />APPROVAL OF MINUTES <br /> <br />PUBLIC HEARING RE: <br />HEARTHSTONE <br />CHILDREN'S HOUSE, INC. <br /> <br /> COUNCIL CHAMBER _ TUESDAY, FEBRUARY 16, 1982 <br /> <br /> COUNCIL MET IN REGULAR SESSION ON THIS DATE WITH THE FOLLOWING <br /> MEMBERS PRESENT: MR. ALBRO, MR. BUCK, MR, CONOVER, MRS. GLEASON, DR. <br /> HALL, ABSENT: NONE. <br /> <br /> ON MOTION BY DR. HALL, SECON DEB BY MRS, GLEASON, COUNCIL UNANIMOUSLY <br /> APPROVED THE MINUTES OF FEBRUARY 'IST. <br /> <br /> DEBBIE ARBOLD, PRESIDENT OF THE CHARLOTTESVILLE EDUCATION ASSDCIATION, <br /> ADDRESSED COUNCIL, EXPRESSING CONCERNS OF THE PROPOSED S~ INCREASE IN <br /> TEACHERS' SALARIES. MS, ARNOLD STATED THAT THE SALARIES ARE STUCK IN <br /> <br /> A ''CATCH 22 SITUATION" SHE STATED THAT SHE UNDERSTANDS THE CITY HAS <br /> <br /> NO NEW MONEY, BUT THAT IN THE PAST FIVE YEARS TEACHERS' SALARIES HAVE <br /> NOT COME CLOSE TO THE RISE IN INFLATION. SHE INDICATED THAT THE CITY <br /> SCHOOL BOARD IS BEING FORCED TO MAKE A DIFFICULT DECISION IN THEIR <br /> BUDGET DELIBERATIONS, MS, ANBLD ASKED COUNCIL WHEN THE CITY WOULD <br /> BEGIN RECEIVING FUNDS FROM THE COUNTY IF THE PRDPOSED REVENUE SHARING <br /> AGREEMENT IS ADOPTED? <br /> <br /> MAYOR BUCK REPLIED THAT THE FUNDS WOULD BE RECEIVED IN L98S, <br /> MS. ARNOLD ALSO ASKED THAT IF THE REVENUE SHARING AGREEMENT IS <br /> NOT ADOPTED AND THE CITY DECIDES TO FILE AN ANNEXATION SUIT, WHAT WILL <br /> THE CITY BE DOING FOR NEW REVENUE IN THE INTERIM? <br /> <br /> MAYOR BUCK RESPONDED THAT THIS WOULD BASICALLY MEAN CUTTING PROGRAMS <br /> AND RAISING TAXES. <br /> <br /> MS. ARNOLD CONTINUED, ASKING IF THE SCHOOL SYSTEM SHOULD RECEIVE <br /> ADDITIONAL FUNDS FROM STATE BASIC AIDE, WOULD THE CITY COUNCIL REDUCE <br /> ITS PROPOSED ALLOCATION? <br /> <br /> MR. BUCK REPLIED NO. <br /> <br /> ELEANOR SHANNON OF 1925 BLUE RIDGE ROAD AND A PARENT, READ A QUBTE <br /> FROM COLGATE D~RDEN AND SPOKE OS HIS ENDEAVORS TO UPGRADE EDUCATION IN <br /> <br /> THE STATE OF VIRGINIA. MS. SHANNON STATED THAT THE CITY MUST PAY ADEQUATE <br /> SALARIES OR LOSE THE BEST TEACHERS, <br /> <br /> DONNA GOINGS, A MATH TEACHER AT CHARLOTTESVILLE HIGH SCHOOL STATED <br /> THAT SHE HAS TAUGHT WITHIN THE CITY SYSTEM FOR ELEVEN YEARS AND THAT SHE <br /> HAS BEEN PROUD OF WHAT HAS BEEN PROVIDED FOR THE CHILDREN. SHE CONTINUED, <br /> SAYING THAT SHE VIEWS TEACHING AS A COMMUNITY SERVICE AND VIEWS HER <br /> <br />SALARY AS RECEIVING AN HONORARIUM FOR HER SERVICE. SHE STATED THAT THERE <br /> IS NO INCENTIVE FOR TEACHERS AND THAT MANY ARE TAKING SECOND JOBS TO <br /> SUPPLEMENT THEIR INCOME, RESULTING IN LESS TIME TO DEVOTE TO AFTER SCHOOL <br /> ACTIVITIES. SHE ALSO INDICATED THAT THERE IS NO MONEY AVAILABLE TO <br /> <br /> SEND TEACHERS TO CONFERENCES AND WORKSHOPS CAUSING A LACK OF GOOD TEACHER <br /> AWARENESS. <br /> <br /> ROGER WILEY, CITY ATTORNEY, STATED THAT COUNCIL HAD CONSIDERED A <br /> <br /> REQUEST OF THIS ORGANIZATION TO GRANT A TAX EXEMPT STATUS AT ITS LAST <br /> <br />MEETING AND THAT HE HAD SINCE FDUND A STATE STATUE THAT REQUIRES AN <br />ADVERTISED PUBLIC HEARING, <br /> PAUL STRIKE OF 4'12 ALLEN DRIVE, COMMENTING ON HEARTHSTONE CHILDREN'S <br /> <br />HOUSE, INC, STATED THAT IT IS A NON-PROFIT ORGANIZATION PROVIDING <br /> <br />LODGING FOR CHILDREN (AND THEIR FAMILIES) WHO ARE UNDERGOING TREATMENT <br /> <br />AT THE UNIVERSITY OF VIRGINIA HOSPITAL. <br /> <br /> MR, CONOVER STATED THAT AGAIN, WITH A DEGREE OF SADNESS, HE WOULD <br /> <br /> <br />
