APPROPRIATION RE, <br /> $24,464 FOR <br />~?E~BRARY <br /> <br /> WHEREAS, THE COUNCIL FINDS SUCH PROPOSED AGREEMENT TO BE IN THE <br /> BEST INTEREST OF. THE CITY AND ITS CITIZENS~ N~W, THEREFORE, BE IT <br /> <br /> RESOLVED BY THE COUNCIL OF THE CITY OF CHARLOTTESVILLE, <br /> VIRGINIA, THAT THE COUNCIL HEREBY APPROVES AND RATIFIES THE DOCUMENT <br /> STYLED ANNEXATION AND REVENUE SHARING AGREEMENT, DATED JANUARY 27, <br /> 1982, AND AUTHORIXES THE MAYOR TD EXECUTE THE SAME, AND BE IT <br /> FURTHER <br /> <br /> RESOLVED, THAT A TRUE AND CORRECT COPY OF SUCH AGREEMENT SHALL BE <br /> FILED WITH THE MINUTES OF THE COUNCIL MEETING OF MARCH 15, 1982. <br /> <br /> MR. CDNDVER REQUESTED THAT ITEM NUMBER ELEVEN DN THE AGENDA BE <br /> CONSIDERED AT THIS TIME, SINCE A NUMBER DF PEOPLE WERE PRESENT TO <br /> SPEAK TO THE MATTER. <br /> <br /> JIM HI:NGELEY MADE A PRESENATATIDN TO COUNCIL , INDICATING THAT <br /> <br />THE INITIAL REQUEST WAS FDR AN APPROPRIATION DF $24,464, BUT AS <br />~ RESULT DF A CONFERENCE TODAY THE DEFICIT CARRIED FORWARD FROM <br />1980-8! WAS LARGER THAN KNOWN. TEHREFORE, THE REQUEST WAS M~DE FOR <br />$28,149.00. MR. HING.ELEY INDICATED THAT THE CDUNTIES OF GREENE, <br />LOUISA AND NELSON HAD AGREED TO FULLY FUND THE LIBRARY'S REQUESTS. <br />MR. HINGELEY STATED THAT THE FUNDS WOULD ERASE THE PAST AND CURRENT <br />DEFICITS. HE ALSO STATED THAT IF CHARLOTTESVILLE AND ALBEMARLE DO <br /> <br />'NOT CDMPLY WITH THE REQUESTS, LIBRARY SERVICES WILL HAVE TO BE CUT <br /> BACK. MR. HINGELEY SAID THAT OPERATING COSTS HAD BEEN MORE THAN <br /> ANTICIPATED IN.-THE BUDGET, ESPECIALLY IN THE AREAS OF REPAIR AND <br /> MAINTENANCE. HE STATED THAT SE~ERAL!,CUTBACKS HAD ALREADY BEEN PUT <br /> INTD EFFECT, SUCH AS CLOSING THE CENTRAL LIBRARY ON SUNDAYS, <br /> <br />ELIMINATING MAILING DF OVERDUE NOTICES AND ADJUSTING STAFF ATTENDANCE <br />AT MEETINGS. <br /> MR. CONDVER STATED THAT HE HAD RECEIVED SEVERAL CALLS AND LETTERS <br />FROM CITIZENS EXPRESSING THEIR CONCERN REGARDING THE CLOSING DF <br /> <br /> LIBRARY FACILITIES. MR. CDNDVER ALSO HAD RECEIVED A FLYER WARNING <br /> <br /> DF CUTS TO THE LIBRARY SYSTEM, HE INQUIRED AS TO THE COURSE OF THE <br /> <br /> COMMENTS AND CDRRESPONDENCE, <br /> <br /> MR. HINGELEY REPLIED, INDICATING HE HAD NO SATISFACTORY EXPLANA- <br /> <br /> TION, OTHER THAN THE SITUATION BEING A MISUNDERSTANDING. HE STATED THAT <br /> <br />THE LIBRARY BOARD OF TRUSTEES HAS NEVER ENDDRSED CLDSING GDRDON <br /> <br />AVENUE LIBRARY O'B A .CUTBACK IN SERVICES. HE SAID THEY HAD ONLY RE- <br />VIEWED THE POSSIBILITIES. <br /> MR.
