8¸8 <br /> <br />PUBLIC HEARING: <br />CHANGE IN POLLING <br />PLACE ORDINANCE <br /> <br /> Mr. Buck closed the public hearing. <br /> Council members discussed the proposed utility ordinance and <br />asked for a response to the following que.stions from Robert Sheets: <br /> l) What effect will maintaining the current water minimum <br />of $2.75 have on the proposed rates for FY 82-83? <br /> 2) Why has there been a requested increase in the gas minimum <br />from $3.35 to $4.00 for the first 500 CFT? <br /> 3) How many times have interruptible customers been curtailed <br />and what was the duration? <br /> 4) Explain the difference between the financial information <br />presented to Council in the Third Quarter Financial Statements <br />versus the FY 82-83 Rate Report. <br /> Dr. Hall stated that he has received c[lls from utility customers <br />asking for assistance. Dr. Hall continued, saying that a large <br />number of people are on low fixed incomes and many are not fully aware <br />of the real meaning of the rate increase. He indicated that he would <br />like to hear more from the public and asked for a more thorough study <br />to be done. He stated that he cannot support the proposed increases <br />at this time. <br /> Mayor Buck said that he understands the hardships people are <br />feeling because of the dramatic increase in fuel costs. Mayor Buck <br />continued, saying that the City's utility operation is self-sufficient, <br />generating no revenues into parks, schools, etc. He stated that the <br />rate structure system is reasonably equitable and the rates are <br />comparably lower to other localities. He stated that the operating <br />costs are not the cause for increases, but the price of gas is escalating. <br />He continued, saying that if rate increases are abolished, the utility <br />program will go into a deficit. <br /> On motion by Mr. Buck, seconded by Mrs. Gleason, an ordinance <br />entitled "AN ORDINANCE TO AMEND AND REORDAIN SECTIONS 12-3, 12-4, <br />12-6, 12-13, 24-2 AND 29-2 OF THE CODE OF THE CITY OF CHARLOTTESVILLE, <br />1976, RELATING TO CITY GAS, SEWER AND WATER CHARGES" was offered and <br />carried over to the next meeting for consideration. <br /> Mayor Buck opened the public hearing, asking the City Attorney to <br />give an explanation of the ordinance to Council. <br /> Mr. Wiley explained that for some time the Electoral Board has <br />desired to move the voting place presently located at the Health -- <br />Department on Rose Hill Drive because of increasing conflicts such <br />as the reduction in size because of remodeling and parking. Mr. Wiley <br />stated that the Carver Recreation Center is most accessible and the <br />best alternative location. <br /> There were no comments from the public. Mayor Buck closed the <br />public hearing. <br /> On motion by Mr. Conover, seconded by Mrs. Gleason, an ordinance <br />entitled "AN ORDINANCE TO AMEND AND REORDAIN SECTION 8-2, AS AMENDED <br />OF THE CODE OF THE CITY OF CHARLOTTESVILLE, VIRGINIA, 1976, RELATING <br />TO ELECTION DISTRICTS AND POLLING PLACES" was offered and carried over <br />to the next meeting for consideration. <br /> <br /> <br />
