REQUEST: OUTDOOR CAFE ON DOWNTOWN MALL THE PROMENADE APPOINTMENTS: BOARDS~AND COMMISSIONS APPROPRIATION: AMENDING STARR HILL SMALL CITIES COMPREHENSIVE BLOCK GRANT ACCOUNTS APPROPRIATION: AMENDING CDBG ACCOUNTS Mr. Floyd Hurt addressed Council, requesting permission for an outdoor cafe facility in front of the Old Dominion Bakery on the Downtown Mall. Mr. Hurt explained that he is in the process of negotiating the purchase of the bakery, which would be renamed "The Promenade." Mr. Hur~ enter- tained questions from Council regarding the proposal. Mayor Buck asked for a report from the staff and stated that a resolution would be needed, setting forth the conditions of the outdoor facility. There were no appointments to Boards and Commissions. On motion by Dr. Hall, seconded by Mr. Albro, the following appropriation was offered and carried over to the next meeting for consideration: WHEREAS, Council has previously approved the appropriation of certain sums of money of federal grant receipts to specified accounts in the Starr Hill Small Cities Comprehensive Block Grant Fund; and WHEREAS, it now appears that portions of the amounts originally appropriated to some of these accounts are not needed for the purposes or activities for which they were designated, and that these unneeded funds should be reappropriated for certain other purposes in connection with this grant; and · WHEREAS, two of these activities -- Administration and Brown Street Site Improvements -- have resulted in revenue from the provision of services and the sale of real property as part of the program and are available for the continuation of program activities; now, therefore, BE IT RESOLVED by the Council of the City of Charlottesville,Virginia that the appropriations made to the following individual expenditure accounts ~n the Starr Hill Small Cities Comprehensive Block Grant Fund are hereby reduced by the respective amounts shown, and that the balance accumulated in that Fund as a result of these reductions and as a result of program activity revenues is hereby reappropriated to the respective accounts shown, as follows: Program Account Year Code 1 21-32010 2 21~.32060 2 21-51020 2 21-71030 3 21-19700 3 21-31050 3 21-32070 3 21-71060 3 21-71070 3 21-72030 Purpose or Activity Reduction Addition 3 21-73030 West Main St. & Side Improvements Street & Sidewalk Improvements Play Area Construction Central Va. Mr. Huja, Director of Community Development, stated that $10,000 would be used for audit and $2,S00 for data processing (terminal and printing). On motion by Mr. Conover, seconded by Mrs. Gleason, the following appropriation was offered and carried over to the next meeting for consideration.
