REQUEST: <br />OUTDOOR CAFE ON <br />DOWNTOWN MALL <br />THE PROMENADE <br /> <br />APPOINTMENTS: <br />BOARDS~AND <br />COMMISSIONS <br /> <br />APPROPRIATION: <br />AMENDING STARR <br />HILL SMALL CITIES <br />COMPREHENSIVE BLOCK <br />GRANT ACCOUNTS <br /> <br />APPROPRIATION: <br />AMENDING CDBG <br />ACCOUNTS <br /> <br /> Mr. Floyd Hurt addressed Council, requesting permission for an outdoor <br />cafe facility in front of the Old Dominion Bakery on the Downtown Mall. <br />Mr. Hurt explained that he is in the process of negotiating the purchase <br />of the bakery, which would be renamed "The Promenade." Mr. Hur~ enter- <br />tained questions from Council regarding the proposal. <br /> <br /> Mayor Buck asked for a report from the staff and stated that a <br />resolution would be needed, setting forth the conditions of the outdoor <br />facility. <br /> <br /> There were no appointments to Boards and Commissions. <br /> <br /> On motion by Dr. Hall, seconded by Mr. Albro, the following appropriation <br />was offered and carried over to the next meeting for consideration: <br /> <br /> WHEREAS, Council has previously approved the appropriation of certain <br />sums of money of federal grant receipts to specified accounts in the Starr <br />Hill Small Cities Comprehensive Block Grant Fund; and <br /> <br /> WHEREAS, it now appears that portions of the amounts originally <br />appropriated to some of these accounts are not needed for the purposes or <br />activities for which they were designated, and that these unneeded funds <br />should be reappropriated for certain other purposes in connection with <br />this grant; and · <br /> <br /> WHEREAS, two of these activities -- Administration and Brown Street <br />Site Improvements -- have resulted in revenue from the provision of <br />services and the sale of real property as part of the program and are <br />available for the continuation of program activities; now, therefore, <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville,Virginia <br />that the appropriations made to the following individual expenditure <br />accounts ~n the Starr Hill Small Cities Comprehensive Block Grant Fund <br />are hereby reduced by the respective amounts shown, and that the balance <br />accumulated in that Fund as a result of these reductions and as a result <br />of program activity revenues is hereby reappropriated to the respective <br />accounts shown, as follows: <br /> <br />Program Account <br /> <br />Year Code <br />1 21-32010 <br />2 21~.32060 <br /> <br /> 2 21-51020 <br /> 2 21-71030 <br /> <br /> 3 21-19700 <br /> 3 21-31050 <br /> 3 21-32070 <br /> <br /> 3 21-71060 <br /> 3 21-71070 <br /> 3 21-72030 <br /> <br />Purpose or <br />Activity <br /> <br />Reduction <br /> <br />Addition <br /> <br />3 21-73030 <br /> <br />West Main St. & Side <br /> Improvements <br />Street & Sidewalk <br /> Improvements <br />Play Area Construction <br />Central Va.
