94: <br /> <br />RESOLUTION: <br />AUTHORIZING CITY <br />TO PARTICIPATE IN <br />JAMES RIVER <br />ALCOHOL SAFETY <br />ACTION PROGRAM <br /> <br />ACCOUNT CODE <br /> <br />PURPOSE <br /> <br />23-42010 <br /> <br />Subgrant to American Red Cross <br />for Home Care Services <br /> <br />15,000.00 <br /> <br />23-42020 <br /> <br />Subgrant to Monticello Area <br />Community Action Agency for <br />Housing Counseling <br /> <br />13,600.00 <br /> <br />23-42030 <br /> <br />Subgrant to Workshop V for <br />Vocational Services <br /> <br />12,500.00 <br /> <br />23-42040 <br /> <br />Subgrant to the United Way, Inc. <br />for Administration of Child Care <br />Scholarship Program <br /> <br />6,400.00 <br /> <br />23-42050 <br /> <br />Subgrant to Region 10 Community <br />Services Board for Development <br />and Operation of a Home for <br />Homeless Alcoholics; provided <br />that City Council shall approve: <br />the location of such home before <br />such funds are expended <br /> <br />10,000.00 <br /> <br />23-42060 <br /> <br />Subgrant to Charlottesville- <br />Albemarle Association for <br />Retarded Citizens for Infant <br />Development Project <br /> <br />8,000.00 <br /> <br />23-19010 <br /> <br />CDBG Program Administration <br /> <br />47,500.00 <br /> <br /> The amounts so appropriated as subgrants to other public agencies <br />and private, non-profit, charitable organizations shall be considered <br />as donations for the sole purposes stated. The City Manager is authorized <br />to enter into agreements with those agencies and organizations as he may <br />deem advisable to ensure that the subgrants are expended for the intended <br />purposes, and in accordance with applicable federal and state laws and <br />regulations. <br /> <br /> BE tT FURTHER RESOLVED, that the following sums are hereby appropriated <br />from funds received from the aforesaid grant as a subgrant to the Charlottes- <br />ville Redevelopment and Housing Authority: <br /> <br />(a) $168,000.00 for Rehabilitation and Redevelopment <br /> Activities in the East Market Street area. <br />(b) $301,000.00 for Rehabilitation and Redevelopment <br /> Activities in other areas of the city. <br /> <br /> Specific programs for the expenditure of such funds shall be approved <br />by the Board of the Charlottesville Redevelopment and Housing Authority. <br />The City Manager, the Directors of Finance and Community Development and <br />the staff of the Authority are authorized and directed to establish appro- <br />priate expenditure sub-accounts in the Community Development Block Grant <br />Fund to assist the City and the Authority in accounting for such programs <br />and to establish administrative procedures and provide for mutual assistance <br />in the execution of the programs as approved by the Board of the Authority. <br /> <br />On motion by Dr. Hall, seconded by Mr. Conover, the following resolution <br /> <br />was adopted by Council by the following vote. Ayes: Mr. Albro, Mr. Buck, <br /> <br />Mr. Conover, Dr. Hall. Noes: None. Absent: Mrs. Gleason. <br /> <br /> WHEREAS, the Commonwealth of Virginia in the interest of highway <br />safety has provided by law for programs for probation, education, and <br />rehabilitation of persons charged with driving motor vehicles under the <br />influence of alcoholic beverages, such programs being collectively known <br />as Virginia Alcohol Safety Action Programs or VASAP; and being collectively <br />known as Virginia Alcohol Safety Action Programs or VASAP; and <br /> <br /> WHEREAS, since 1978, one of those programs known as Region Ten ASAP, <br />now James River ASAP, has been serving the Counties of Albemarle, Fluvanna, <br />Greene, Louisa, Nelson, and the City of Charlottesville under the <br />sponsor~.hip of the Region Ten Community Services Board and with the advice <br />and supervision of an Advisory Board composed of representation of the <br />several political subdivisions and others working with and interested in <br />the program; and <br /> <br /> WHEREAS, pursuant to agreement of the said Community Services Board <br />and Advisory Board the ASAP Program in this area gfter June 30, 1982 will <br />no longer be sponsored by the Community Services Board, but will be <br />subject to agreement by the several governing bodies, be under the joint <br />sponsorship of the aforesaid counties and City as permitted by Virginia <br />Code Sections 18.2-271.1 and 15.1-21, and the said Advisory Board has, <br />therefore, requested this Board to enter into an agreement for such joint <br />exercise of powers. <br /> <br /> NOW, %HEREFORE, BE IT RESOLVED by the City Council of Charlottesville <br />that Charlottesville shall become a participating locality in the James <br />River Alcohol Safety Action Program, hereinafter called the Program, which <br />is established for the purpose of providing as ordered by the courts in <br />that area to be served, public information, probation, education prevention <br />and rehabilitation services for persons charged under the laws with operating <br />motor vehicles while under the influence of alcohol, and to end, this Board <br />hereby agrees as follows: <br /> <br /> (1) A Policy Board shall be established to operate the Program, that <br />Board to consist of not more than fifteen members, which membership shall <br /> <br /> <br />
