STAFF REPORT: <br />BUCK MOUNTAIN <br />CREEK PROJECT <br /> <br /> November IS, 1982, to continue the temporary program located on Pantops <br /> Mountain until the new site is available and to authorize Region Ten <br /> Community Services Board to act as a fiscal agent to continue the operation <br /> of the temporary shelter. <br /> <br /> Mr. Buck asked Mr. Jim Peterson, Executive Director of Region Ten <br /> Community Services Board, if his organization would be willing to accept <br /> responsibility of operation of the temporary shelter until November 25, 1982. <br /> <br /> Mr. Peterson responded, saying that Region Ten has not been involved <br /> <br /> in the administration of the program at the temporary shelter. He stated <br /> that the present site does not meet basic health and fire safety standards <br /> and that it would have to 'be made suitable and meet the required standards <br /> before Region Ten would undertake the administration of the program. <br /> <br /> Dr. Hall commented on the costs involved in making improvements to the <br /> temporary site and also on the method of transportation used by the parti- <br /> cipants in the program (hazardous walking conditions). He also stated that <br /> if the site is located too far from the downtown area, the residents of the <br /> shelter will not be able to return to the site, but remain on the Downtown <br /> Mall. <br /> <br /> Mr. Conover stated that the Pantops site would be a terrible location <br /> that would have an overall negative impact on the community. <br /> <br /> On motion by Mrs. Gleason, seconded by Dr. Hall, the following appro- <br /> priation was offered and carried over to the next meeting for consideration: <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville, Virginia, <br /> that the sum of $1,200 is hereby appropriated from the unappropriated balance <br /> of the General Fund to expenditure account 01-42190 as a donation to Offender <br /> Aid and Restoration, Inc. for use in operating a shelter for homeless <br /> alcoholics. ~ <br /> <br /> Mrs. Gleason stated that she would like more information on the Market <br /> Street site that is for sale. <br /> <br /> Gary O'Connell gave a brief overview of information previously submitted <br /> to Council. <br /> <br /> Mayor Buck, Gerry Fisher, Chairman of the Albemarle County Board of <br /> Supervisors, and William K. Norris, Watershed Management Official, engaged <br /> in a discussion. Mr. Norris outlined the Board of Supervisors' recommenda- <br /> tions as follows: <br /> <br /> 1) Accept the recommendation of the Rivanna Water and Sewer Authority <br />Board of Directors that Buck Mountain Creek be selected as a future raw <br />water supply source and that a dam be built at the appropriate time at Site C <br />which is identified in a study by Camp, Dresser, and McKee, dated June, 1982 <br />entitled "Buck Mountain Feasibility Study, Phase III Final Reoort, Subsurface <br />Investigation Site C." <br /> <br /> 2) A minimum buffer zone of 300 horizontal feet measured from the normal <br />pool level to be purchased using the fee simple method. <br /> <br /> 3) A 100 foot buffer zone on either side of tributary stream to be <br />acquired by easement. <br /> <br /> 4) In-stream sedimentation ponds to be placed on the four major tri- <br />butaries including Burruss Branch, Piney Creek, Buck Mountain Creek and Elk <br />Run, as needed. <br /> <br />S) This project shall be financed by the Rivanna Water and Sewer <br />Authority in accordance with provisions contained in the Four-Party Agreement. <br /> <br /> On motion by Dr. Hall, seconded by Mr. Conover, Council agreed to concur <br /> <br /> <br />
