STAFF REPORT: <br />EAST MARKET <br />STREET PUBLIC <br />FACILITIES <br />IMPROVEMENT <br /> <br />APPROPRIATION: <br />$750 ORAL <br />HISTORY GRANT <br /> <br />APPROPRIATION: <br />$4,453 LITTER <br />CONTROL GRANT <br /> <br />APPROPRIATION' <br />$7,720 GRANT FOR <br />JOGGING COURSE <br /> <br />purchasing equipment for the fee-based programs, placing the programs on <br /> <br />a self-supporting basis. <br /> <br />On motion by Mr. Conover, seconded by Mrs. Gleason, Council voted to <br /> <br />proceed with establishing the reuoiving fund for the excess fee-based <br /> <br />revenues by the following vote. Ayes: Mr. Buck, Mr. Conover, Mrs. Gleason, <br /> <br />Dr. Gunter. Noes: None. Absent: Dr. Hall. <br /> <br />Mr. Conover stated that fees to the Parks and Recreation Department <br /> <br />should not always have to be used to fund programs, and that if a request <br /> <br />for equipment is justifiable, it can b.e budgeted out of the General Fund. <br /> <br />Mr. Huja, Director of Community Development, briefly outlined a memo <br /> <br />submitted to Council, which made the following recommendations as improve- <br /> <br />ments for East Market 'Street: <br /> <br />1. Completion of the. sidewalk on East Market Street on the south <br /> <br />side from 9th Street to Meade Avenue; and <br /> <br />2. Landscaping and screening seven spots, one of which may have to <br /> <br />be a fence instead of landscape screen as there is very little space <br /> <br />between the sidewalk and the property line. <br /> <br />On motion by Mrs. Gleason, seconded by Dr. Gunter, Council approved <br /> <br />the recommendations as submitted by the following uote. Ayes: Mr. Buck, <br /> <br />Mr. Conover, Mrs. Gleason, Dr. Gunter. Noes: None. Absent: Dr. Hall. <br /> <br />On motion by Mr. Conover, seconded by Mrs. Gleason, the following <br /> <br />appropriation was adopted by the following vote. Ayes: Mr. Buck, Mr. <br /> <br />Conover, Mrs. Gleason, Dr. Gunter. Noes: None. Absent: Dr. Hall. <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville, Virginia <br />that $750.00 is hereby appropriated to expenditure account 11-51019 in the <br />Grants Fund, for the purpose of planning an oral history project on <br />Chartottesville's neighborhoods. Such appropriation shall be subject to <br />receipt by the Grants Fund of a like amount from a Virginia Foundation for <br />the Humanities and Public Policy grant. <br /> <br />On motion by Mrs. Gleason, seconded by Dr. Gunter, the following <br /> <br />appropriation was offered and carried over to the next meeting for con- <br /> <br />sideration: <br /> <br /> BE I~T RESOLVED by the Council of the City of Charlottesville, Virginia, <br />that the sum of $4,453.00 is hereby appropriated to expenditure account <br />11-13070 in the Grants Fund for use by the Charlottesville-Albemarle Clean <br />Community Commission (CAC3) in recycling and litter control projects for <br />the period July 1, 1982 through June 30, 1983. Such appropriation shall <br />be subject to the receipt by the Grants Fund of a like amount in revenue <br />from a Virginia Division of Litter Control grant. <br /> <br />On motion by Mr. Conover, seconded by Mrs. Gleason, the following <br /> <br />appropriation was offered and carried over to the next meeting for con- <br /> <br />sideration: <br /> <br />Park.
