APPOINTING ACTING CLERK OF COUNCIL MINUTES PUBLIC APPOINTMENTS PRESENTATION: BLUE RIDGE FEDERATION OF THE BLIND DISCUSSION: HOME FOR HOMELESS ALCOHOLICS CENTRAL OFFICE Tuesday, September 28, 1982 Pursuant to the foregoing .call, Council met in special session, with the following members present: Dr. Gunter, Dr. Hall. Absent: The meeting was adjourned. COUNCIL CHAMBER Mr. Buck, Mr. Conover, Mrs. Gleason, None. Pres~den~ Monday, October 4, 1982 Council met in regular session on this date with the following members present: Mr. Buck, Mr. Conover, Dr. Gunter, Dr. Hall. Absent: Mrs. Gleason. On motion by Dr. Hall, seconded by Dr. Gunter, Gary O'Connell was appointed Acting Clerk of Council. On motion by Mr. Conover, seconded by Dr. Gunter, the minutes of August 16th were approved as presented, Dr. Hall abstaining. On motion by Dr. Gunter, seconded by Mr. Conover, the minutes of September 7th were approved as presented, Dr. Hall abstaining. On motion by Dr. Hall, seconded by Mr. Conover, the minutes of September 13th were approved as presented. On motion by Mr. Conover, seconded by Dr. Gunter, the minutes of Septembe~ 28th were approved as: presented. Mr. Perry Cook of 1629 Marbury Avenue addressed Council, complimenting them on the successful revenue sharing agreement. Mr. Cook expressed a desire for the University to become involved in the law enforcement con- solidation. Mr. Charley Moore of 303 F'arm Lane requested installation of a side- walk and curbing to stop a drainage problem on llth Street. Council instructed the staff to report on this matter. There were no appointments to boards and commissions at this time. There was no representation from the Blue Ridge Federation of the Blind. The presentation was tabled until the next meeting. Mr. Buck stated that Council had previously made a decision to locate the shelter for the homeless alcoholics on East Market Street. He stated that after that decision was made, concern was expressed by citizens because of the lack of notice that Council would be making a decision on the subject. Subsequently, in response to the sentiments that were expressed, a meeting was held and attended by approximately seventy-five interested citizens. Mr. Buck reported that presentations were made by Satyendra Huja, Director of Community Development, M. O. Mohr, representing Region Ten Community Services~Board, and Dek Bowen, City Police Chief. Mr. Buck stated that after a question and answer period, the citizens expressed a desire to have the issue brought before Council again to ask for reconsideration of the decision. Mr. Buck asked that Council take a~tion confirming their decision or setting some other course of action. Mr. Hendrix stated that there is no new information, except that a request for special permit will be brought before the County Planning Commission concerning the Blue Ridge site on October Sth. Mr. Conover stated that since no new facts have been presented, he 125
