Absent: <br /> <br />The meeting was adjourned. <br /> <br /> COUNCIL CHAMBER <br /> <br />Mr. Buck, Mr. Conover, Mrs. Gleason, <br />None. <br /> <br /> Pres~den~ <br /> <br /> Monday, October 4, 1982 <br /> <br /> Council met in regular session on this date with the following <br /> members present: Mr. Buck, Mr. Conover, Dr. Gunter, Dr. Hall. Absent: <br /> Mrs. Gleason. <br /> <br /> On motion by Dr. Hall, seconded by Dr. Gunter, Gary O'Connell was <br /> appointed Acting Clerk of Council. <br /> <br /> On motion by Mr. Conover, seconded by Dr. Gunter, the minutes of <br /> August 16th were approved as presented, Dr. Hall abstaining. <br /> <br /> On motion by Dr. Gunter, seconded by Mr. Conover, the minutes of <br /> September 7th were approved as presented, Dr. Hall abstaining. <br /> <br /> On motion by Dr. Hall, seconded by Mr. Conover, the minutes of <br /> September 13th were approved as presented. <br /> <br /> On motion by Mr. Conover, seconded by Dr. Gunter, the minutes of <br /> Septembe~ 28th were approved as: presented. <br /> <br /> Mr. Perry Cook of 1629 Marbury Avenue addressed Council, complimenting <br />them on the successful revenue sharing agreement. Mr. Cook expressed a <br />desire for the University to become involved in the law enforcement con- <br />solidation. <br /> <br /> Mr. Charley Moore of 303 F'arm Lane requested installation of a side- <br />walk and curbing to stop a drainage problem on llth Street. Council <br />instructed the staff to report on this matter. <br /> <br /> There were no appointments to boards and commissions at this time. <br /> <br /> There was no representation from the Blue Ridge Federation of the <br />Blind. The presentation was tabled until the next meeting. <br /> <br /> Mr. Buck stated that Council had previously made a decision to <br />locate the shelter for the homeless alcoholics on East Market Street. <br />He stated that after that decision was made, concern was expressed by <br />citizens because of the lack of notice that Council would be making a <br />decision on the subject. Subsequently, in response to the sentiments <br />that were expressed, a meeting was held and attended by approximately <br />seventy-five interested citizens. Mr. Buck reported that presentations <br />were made by Satyendra Huja, Director of Community Development, M. O. <br />Mohr, representing Region Ten Community Services~Board, and Dek Bowen, <br />City Police Chief. Mr. Buck stated that after a question and answer <br />period, the citizens expressed a desire to have the issue brought before <br />Council again to ask for reconsideration of the decision. <br /> <br /> Mr. Buck asked that Council take a~tion confirming their decision or <br />setting some other course of action. <br /> <br /> Mr. Hendrix stated that there is no new information, except that a <br />request for special permit will be brought before the County Planning <br />Commission concerning the Blue Ridge site on October Sth. <br /> <br /> Mr. Conover stated that since no new facts have been presented, he <br /> <br />125 <br /> <br /> <br />
