Mayor <br />Buck informed her that Mr. Berberich, Director of Public Works is <br />preparing a report on the matter. <br /> <br /> Nancy Mench of 18-5 Copeley Hill, representSng the Monticello Area <br />Community Action Agency Head Start Program, read a proclamation signed <br />by Mayor Buck designating October 25th through October 31, 1982 as Head <br />Start Week. <br /> <br /> There were no appointments to boards and commissions. <br /> <br /> This item was de£erred for the moment. <br /> <br /> Mrs. Carolyn Berry and Mrs. Nora Beavers, representing the Blue <br /> <br />Ridge Federation of the Blind, addressed Council, bringing to their <br />attention some concerns. Mrs. Berry read a letter, requesting that the <br />Charlottesville Transit System remain as it is and not be cut in any <br />way because it is the only means of dependable transportation for the <br />blind. Mrs. Berry also stated that the trees planted for beautification <br />purposes along the City streets have now become a hazard to the handi- <br />capped citizens of the community. She continued, requesting that some- <br />thing be done about the bushes hanging over the sidewalks in various <br />parts of the City. Mrs. Berry also brought to Council's attention <br />concerns about the fountains on the downtown mall. She requested a <br />small ledge be placed around the fountains to make them easier to identify. <br />She also stated that signs hanging over the sidewalks are hazardous to <br />the blind. <br /> <br /> Roger Wiley, City Attorney, stated that there is an ordinance per- <br />taining to bushes hanging over sidewalks, and that he would ask the <br />Inspections Department to check into the situation. <br /> <br /> Mr. Conover stated that he would like to have Cole Hendrix's <br /> <br />feelings on continuing contact with the blind in Charlottesville to <br /> <br />be responsive to their needs. <br /> <br /> Mayor Buck requested a report from the staff indicating what can <br />reasonably be done to respond to the needs of the blind. <br /> <br /> The appropriation of $93,392 for a shelter for the homeless <br />alcoholics which was offered at the meeting of October 4th was adopted <br />by the following vote. Ayes: Mr. Buck, Mr. Conover, Mrs. Gleason, <br />Dr. Gunter, Dr. Hall. Noes: None. <br /> <br /> The appropriation of $28,200 for a transfer in HUD innovative <br /> <br />Grant Accounts which was offered at the meeting of October 4th was <br />adopted by the following vote. Ayes: Mr. Buck, Mr. Conover, Mrs. <br />Gleason, Dr. Gunter, Dr. Hall. Noes: None. <br /> <br /> The appropriation of $1,200 for the hiring of additional referees <br /> <br /> <br />
