ir - <br /> <br />APPROPRIATION: <br />YEAR END <br />ADJUSTMENTS FY <br />t~81-82 <br />(2nd reading) <br /> <br />APPROPRIATION: <br />CAPITAL PROJECTS <br />FUND <br />(2nd reading) <br /> <br />PRESENTATION: <br />CHARLOTTESVILLE- <br />ALBEMARLE ENERGY <br />ASSESSMENT <br /> <br />APPROPRIATION: <br />$11,442.81 <br />SELECTIVE <br />ENFORCEMENT <br />GRANT <br /> <br />APPROPRIATION: <br />SS,S00 VDTS <br />GRANT <br /> <br />RESOLUTION: <br />AUTHORIZING <br />CONDEMNATION OF <br />SEWER LINE <br />EASEMENT ON <br />CAROLINE AVENUE <br /> <br />for the soccer program jointly sponsored by' the parks and recreation <br />departments of the City and Albemarle County, which was offered at the <br />meeting of October 4th, was adopted by the following vote. Ayes: Mr. <br />Buck, Mr. Conover, Mrs. Gleason, Dr. Gunter, Dr. Hall. Noes: None. <br /> <br /> The appropriation making adjustments to certain accounts of the <br /> <br />City for the fiscal year ended June 30, 1982, which was offered at the <br />meeting of October 4th, was adopted by the following vote. Ayes: Mr. <br />Buck, Mr. Conover, Mrs. Gteason, Dr. Gunter, Dr. Hall. Noes: None. <br /> <br /> The appropriation of $504,850 for general fund transfer adjustments <br /> <br />and new projects capital projects fund, which was offered at the meeting <br />of October 4th, was adopted by the following vote. Ayes: Mr. Buck, Mr. <br />Conover, Mrs. Gleason, Dr. Gunter, Dr. Hall. Noes: None. <br /> <br /> Dr. Paul Radford, representing the Charlottesville-Albemarle Energy <br />Assessment Group, presented a report on energy use in Charlottesville and <br />Albemarle County. Dr. Radford's report included information about local <br />energy use patterns, projections and future needs and local energy use <br />potential. Dr. Radford's report was aided by sl'ides. (A copy of the report <br />will be kept on file with these minutes.) <br /> <br /> Roger Wiley, Acting City Manager, presented this appr6priation, stating <br />that the grant is from the Virginia Department of Transportation Safety, <br />which will be used to provide an additional police patrolman to concentrate <br />on drunk driving arrests. <br /> <br />on motion by Mr. Conover, seconded by Mrs. Gleason, the following <br />appropriation was offered and carried over to the next meeting for consideration: <br /> <br /> BE IT RESOLVED, by the Council of the City of Charlottesville, Virginia, <br />that the sum of $11,442.81-is hereby appropriated from the grants fund to <br />expenditure account 11-25020 for use by the Charlottesville Police Department <br />for the VASAP Selective Enforcement Program for the period of August 1, 1982 <br />to July 31, 1983. Such appropriation shall be subject to the receipt of a <br />like amount, in revenue from a Virginia Department of Transportation Safety <br />grant. <br /> <br /> Mr. Wiley presented this appropriation, stating that it is a grant <br /> <br />from the Virginia Department of Transportation Safety for a Blood and <br />Breath Test Technician. He stated that the funds will be used to increase <br />the level of service provided under VASAP (Virginia Alcohol Safety Action <br />Program). <br /> <br /> On motion by Dr. Hall, seconded by Dr. Gunter, the following appropriation <br />was offered and carried over to the next meeting for consideration: <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville, Virginia, <br />that the sum of $11,442.81 is hereby appropriated from the grants fund to <br />expenditure account 11-25050 for use by the Charlottesville Police Department <br />for the VASAP Selective Enforcement Program for the period August 1, 1982 to <br />July 31, 1983. Such appropriation shall be subject to the receipt of a like <br />amount in revenue from Virginia Department of Transportation Safety grant <br />AL-8tF09-01-013. <br /> <br /> On motion by Mr. Conover, seconded by Mrs. Gleason, the following <br />resolution was adopted by the following vote. Ayes: Mr. Buck, Mr. Conover, <br />Mrs. Gleason, Dr. Gunter, Dr. Hall. Noes: None. <br /> <br /> WHEREAS, the City of Charlottesville, Virginia needs to obtain <br />permanent easements and rights-of-way to construct, replace, maintain <br />and repair a sanitary sewer line across a portion of a lot identified <br />as Parcel 144 on City Real Property Tax Map 55; and <br /> <br /> WHEREAS, said easements and rights-of-way are for a width of 15' <br />and 20' respectively; and <br /> <br /> WHEREAS, consent to the purchase of the property necessary for <br />the project cannot be obtained; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia, that a public necessity is hereby declared <br /> <br /> <br />
