144 <br /> <br />STAFF REPORT: <br />CHARLOTTESVILLE- <br />ALBEMARLE FIRE <br />SERVICE TRAINING <br />CENTER <br /> <br />APPROPRIATION: <br />$11,442.81 <br />SELECTIVE <br />ENFORCEMENT GRANT <br /> (2nd reading) <br /> <br />APPROPRIATION: <br />$5,300 VDTS <br />GRANT <br /> (2nd reading) <br /> <br />RESOLUTION: <br />AUTHORIZING MAYOR <br />TO SIGN DEED DEDI- <br />CATION AND <br />ACCEPTANCE FOR <br />EASEMENTS ON <br />SEMINOLE SQUARE <br /> <br /> Captain Ben Powell, representing the Jefferson County Fire Fighters <br />Association, presented a report to Council, requesting $25,000 from the <br />City to match a like amount the County has appropriated for the present <br />fiscal year 1982-83. Mr. Powell explained that the Charlottesville- <br />Albemarle Fire Services have been conducting an on-going training program <br />for many years and although classroom space has never been a problem, <br />space for practical training has. He reported that some of the problems <br />include minimizing citizen inconvenience, smoke problems with homeowners, <br />availability of a training structure and water availability. He stated <br />that the J.C.F.F.A. has begun to pursue a parcel of land that could be <br />utilized for a fire training center that would eliminate previous problems <br />and allow practical training to be conducted. He 'stated that land has <br />been acquired on Avon Street Extended and the association is trying to <br />secure funding from the City, County and State so that development of the <br />land can begin. <br /> <br /> Mrs. Gleason asked Captain Powell if the City's agreement at this <br /> time would require participation in additional phases of the long range <br /> plans of constructing the center and how much money will need to be funded. <br /> Mrs. Gleason also asked if the center would be receiving funds from <br /> the other localities that would be using it for training. <br /> <br /> Captain Powell responded, stating that an admission could possibly <br /> <br /> be charged. <br /> <br /> Mayor Buck expressed concerns about pollution and the vig'ibility on <br /> <br />I -64. <br /> <br /> Captain Powell assured Mr. Buck that those factors would not be a <br />problem. <br /> <br /> Mrs. Gleason requested more information on the entire plan. <br /> <br /> Mr. Hendrix stated that the facility would enhance the training of <br />volunteers and if approved, the money would be wel. 1 spent. <br /> <br /> On motion by Mrs. Gleason, seconded by Dr. GUnter, the following <br />appropriation of $25,000 for the Charlottesville-Albemarle Fire Service <br />Training Center was offered and carried over to the next meeting for <br />consideration: <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville, <br />Virginia that the sum of $25,000.00 is hereby appropriated from the <br />unappropriated balance of the Capital Projects Fund to expenditure <br />account 05-01150 to be used as the City's contribution to the cost <br />of a fire service training center to be constructed by the Jefferson <br />Country Fire Fighters Association. <br /> <br /> The appropriation of $11,442.81 for the Selective Enforcement <br /> <br /> Grant which was offered at the meeting of October 18th was adopted by <br /> ~he following vote. Ayes: Mr. Buck, Mrs. Gleason, Dr. Gunter, Dr. <br /> Hall. Noes: None. Absent: Mr. Conover. <br /> <br /> The appropriation of $5,300 for a VDTS Grant which was offered at <br /> the meeting of October 18th was adopted by the following vote. Ayes: <br /> Mr. Buck, Mrs. Gleason, Dr. Gunter, Dr. Hall. Noes: None. Absent: <br /> Mr. Conover. <br /> <br /> Mr. Hendrix stated that in accepting these easements, the City takes <br /> responsibility for maintaining drainage facilities to be built there. He <br /> also stated this procedure is a new role for the City. <br /> <br /> <br />
