146 <br /> <br />ORDINANCE: <br />VACATING ALLEY ON <br />MONTICELLO AVENUE <br /> <br />ORDINANCE: <br />FIRE PREVENTION <br />CODE BOARD OF <br />APPEALS <br /> <br />PUBLIC: <br />MATTERS BY THE <br />PUBLIC THAT WERE <br />NOT ON THE <br />FORMAL AGENDA <br /> <br />OTHER BUSINESS: <br />APPROPRIATION: <br />$35,000 FUEL <br />ASSISTANCE <br />PROGRAM <br /> <br />PUBLICIZING CITY <br />COUNCIL AGENDA <br /> <br />APPOINTING JAUNT <br />PROXY <br /> <br />voted to approve the amendment as follows. Ayes: Mr. Buck, Mrs. Gleason, <br />Dr. Gunter, Dr. Hall. Noes: None. Absent: Mr. Conover. <br /> <br /> On motion by Dr. Hall, seconded by Mrs. Gleason, the ordinance <br />entitled "AN ORDINANCE TO AMEND AND REORDAIN SECTIONS 31-13, 31-14, 31-27, <br />31-145, 31-154, 31-203 and 31-205 AND TO REPEAL SECTION 31-204, AS SEVERALLY <br />AMENDED OF THE CODE OF THE CITY OF CHARLOTTESVILLE, 1976, RELATING TO USES <br />PE~4ITTED BY RIGHT OR BY SPECIAL PERMIT IN R-1 AND R-3 ZONING DISTRICTS; <br />OFF-STREET PARKING REQUIREMENTS; CERTIFICATES OF APPROPRIATENESS ISSUED <br />BY THE BOARD OF ARCHITECTURAL REVIEW: SITE PLAN STANDARDS FOR CERTAIN <br />DRIVE-IN FACILITIES, AND TREE PLANTING STANDARDS FOR PARKING LOTS; ALL <br />UNDER THE CITY ZONING ORDINANCE" was offered and carried over to the next <br />meeting for consideration. <br /> <br /> On motion by Dr. Gunter, seconded by Dr. Hall, an ordinance entitled <br /> "AN ORDINANCE CLOSING, VACATING AND DISCONTINUING A CERTAIN 12-FOOT ALLEY <br /> ON THE SOUTH SIDE OF DRUID AVENUE" was offered and carried over to the <br /> next meeting for consideration. <br /> <br /> On motion by Mrs. Gleason, seconded by Dr. Gunter, an ordinance <br /> entitled "AN ORDINANCE TO AMEND CHAPTER 11 OF THE CODE OF THE CITY OF <br /> CHARLOTTESVILLE, 1976, BY ADDING TO ARTICLE III THEREOF A SECTION <br /> NUMBERED 11-7.1 RELATING TO THE FIRE PREVENTION CODE BOARD OF SPPEALS" <br /> was offered and carried ever to the next meeting for consideration. <br /> <br /> Kay Peaslee of 1702 Burntey Avenue addressed Council, complimenting <br /> them on the decisions made at tonight's meeting. She also asked the <br /> cost of maintaining the proposed storm water basin in the Seminole Square <br /> Project. <br /> <br /> Mr. Hendrix replied, stating that there would be very little cost <br /> initially, but as time goes on, costs will increase. Mr. Hendrix <br /> estimated the cost at approximately $1,000. <br /> <br /> Mr. Hendrix introduced an appropriation of $35,000 for the Fuel <br /> Assistance Program. He stated that these funds are for administrative <br /> costs (temporary staff and related expenses) and that all expenditures <br /> related to the program are 100% reimbursable by the state. <br /> <br /> On motion by Mrs. Gleason, seconded by Dr. Gunter, the following <br /> appropriation was offered and carried over to the next meeting for <br /> consideration: <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville, <br /> Virginia that the sum of $35,000 is hereby appropriated from the <br /> Social Services Fund to Expenditure Account 18-22100 for the operation <br /> and funding of payments for a Fuel Assistance Program durSng the period <br /> from November 1, 1982 to March 31, 1983. Such appropriation shall be <br /> subject to the receipt by the Social Services Fund of a like amount from <br /> the State Department of Welfare. <br /> <br /> Mr. Hendrix asked Council if they wanted to continue to publicize <br /> <br /> the agenda of regular Council meetings in the newspaper (Daily Progress). <br /> He stated that funds had been previously appropriated for this purpose, <br /> but a new appropriation is needed if they desire to continue publicizing <br /> the agenda. <br /> <br /> Mayor Buck requested a report showing costs for the remainder of <br /> <br /> the fiscal year. <br /> <br /> Roger Wiley informed Council that since the City holds five shares <br /> <br /> of stock in JAUNT, a proxy must be designated to represent the City for <br /> voting purposes. <br /> <br /> <br />
