160 <br /> <br />AMENDING SECTION <br />10-61 RELATING <br />TO THE TRANSIENT <br />LODGINGs. TAX <br /> <br />PUBLIC HEARING: <br />YORKTOWN DRIVE <br />SIDEWALK <br /> <br />an ordinance entitled "AN ORDINANCE TO AMEND AND REORDAIN SECTION 10-61 <br />OF THE CODE OF THE CITY OF CHARLOTTESVILLE, 1976, RELATING TO THE TRANSIENT <br />LODGING TAX" was offered and carried over to the next meeting for considera- <br />tion. <br /> <br /> Mr. Hendrix stated that the residents of Yorktown Drive were split <br />almost evenly over the desire for the proposed project. Mr. Hendrix provided <br />Council with background data on the project. <br /> <br /> Mrs. Gleason pointed out that in a petition signed by some of the <br />residents of Yorktown Drive in 1979, some who signed were in favor at that <br />time, but are now opposed, and was curious as to what had happened to change <br />their minds. <br /> <br /> Mr. Buck opened the public hearing. <br /> <br /> Mr. Campbell of 1712 Yorktown Drive stated that he has been a resident <br /> of Yorktown Drive since 1970 and was in favor of the construction of a <br /> sidewalk or at least curbs and gutters. <br /> <br /> Mr. Tommy McCrystal of Jefferson Park Avenue, addressed Council stating <br /> that since there is a disagreement as to whether to construct the project, <br /> Council should consider using the $116,000 for economic development. <br /> <br /> Mr. Campbell of Yorktown Drive, stated that his immediate neighbors <br /> <br /> are in favor of the project. He also stated that since he is retired he <br /> <br /> has the opportunity to observe the daily traffic on that street. <br /> <br /> There being no further comments from the public, Mr. Buck closed the <br /> public hearing. <br /> <br /> Mrs. Gleason asked if there is any movement of shrubbery involved <br /> during the construction of the sidewalk, and would the City be responsible <br /> for replacing the trees. <br /> <br /> Mr. Hendrix stated that replacing trees and removing shrubbery to <br /> preserve them has been done in the past. <br /> <br /> Mr. Conover questioned Ihe costs and benefits of curbs and gutters <br /> instead of sidewalks. <br /> <br /> Mr. John Berberich, Director of Public Works, stated that the curbs <br /> and gutter costs would be considerably lower, and that street widening <br /> would relieve, to some degree, work on driveways. <br /> <br /> Mr. Conover asked if significant drainage problems exist in the <br /> Yorktown Drive area. <br /> <br /> Mr. Berberich replied that there is a problem and that curbs and <br /> gutters would provide some control as far as drainage is concerned. <br /> <br /> Mrs. Gleason stated that she still feels the need for a review of <br /> sidewalk priority procedures, including a traffic and pedestrian count. <br /> <br /> Dr. Hall stated that he had received a comment from a citizen <br /> <br /> saying that he thought there was very little traffic along Yorktown Drive. <br /> Dr. Hall said that he favors curbs and gutters. <br /> <br /> Dr. Gunter stated that ~he decision to construct the sidewalk was <br /> originally made because of danger and concern to the community as a <br /> whole. She stated that the decision should not rely on a few property <br /> owners. She stated that there is a need for updated information. <br /> <br /> Mrs. Gleason informed Council that she had received one phone call <br /> <br /> and two letters objecting to the construction of the sidewalk. <br /> <br /> <br />
