STAFF REPORT: <br />PEDESTRIAN <br />CROSSINGS <br /> <br />STAFF REPORT: <br />COMPUTER HARDWARE <br />REQUEST <br /> <br /> provided at the lowest rate in Virginia. <br /> <br /> Mrs. Gleason asked if the service is dropped, can it be ¢icked up again <br /> <br /> at a later time, which would provide time to conduct a survey? <br /> Mr. Price's response was yes, this could be done. <br /> <br /> Dr. Hall stated that he would also like to see something of that nature <br /> done. He said that feedback from the subscribers is needed. <br /> <br /> Dr. Gunter suggested that rather than delaying, a decision should be <br /> made now. She stated that a survey will not give a very definitive response. <br /> <br /> Mr. Price informed Council that two-thirds of Jefferson Cable's sub- <br /> scribers have not seen channel 17, making it difficult for them to give a <br /> decision on a service they have not seen. <br /> <br /> Mr. Conover gave a suggestion of showing channel 17 on a free basis, <br /> parallelling it to HBO's free weekends. <br /> <br /> Mr. Buck suggested dropping the service and having a public hearing. He <br /> stated that he has no objection to polling subscribers and asked if it would <br /> be possible to enclose a questionnaire with the next billing packet that is <br /> sent out? <br /> <br /> Mr. Price stated that he would explore that possibility, but feels as <br /> though he would be "polling people in the dark" by asking for an opinion on <br /> something they've never seen. <br /> <br /> Council agreed with Mayor Buck's suggestion to drop WTBS, channel 17, <br /> until a public hearing can be held and a method of polling subscribers can <br /> be found. They also agreed with Mayor Buck's suggestion of setting a public <br /> hearing date once it has been decided if the polling can be done. <br /> <br /> Mr. Hendrix presented information to Council in response to Dr. Gunter's <br /> <br />request dealing with the problems of pedestrians in marked crosswalks. A <br /> <br />report previously submitted to Council stated that in order to place a <br /> <br />high priority on a crosswalk program, an ongoing education program for both <br />motorists and pedestrians will have to be implemented and the Police Depart- <br />ment will have to redirect current efforts in order to provide ample enforce- <br />ment. <br /> <br /> Council discussed the matter and expressed their concerns about the <br />problems. <br /> <br /> Mr. Hendrix suggested that the sta£f prepare levels of programs for <br />Council's review along with the budget so that a decision can be made as to <br />whether funds should be allocated for such a program. <br /> <br /> Council agreed with Mr. Hendrix and directed the staff to proceed. <br /> <br /> Mr. Hendrix stated that when the capital budget was submitted to Council, <br />$45,000.00 was 'requested for additional computer hardware. He stated that a <br />detailed report had been submitted to Council supporting the request and <br />showing what the hardware would be used for and what specifically would be <br />purchased. Mr. Hendrix summarized the report saying that when the computer <br />was bought a few years ago, it was purchased specifically to be built on in <br />the future. He stated that only the capacity needed at that time was bought, <br />with the idea that additions could be made as other needs developed. He <br />stated that the s~orage and memory capacities have been used and there are <br />other needs which will require additional hardware. Mr. Hendrix informed <br />Council that there is no guarantee of a reduction in staff because of the <br />new hardware.
