166 <br /> <br />APPROPRIATION: <br />$1512.50 YOUTH <br />ENRICHMENT <br />PROGRAM <br /> (2nd reading) <br /> <br />APPROPRIATION: <br />$100,000.00 <br />"911" <br /> <br />RESOLUTION: <br />ENDORSING LEGIS- <br />LATION TO GRANT <br />A TAX EXEMPTION <br />FOR THE BLUE <br />RIDGE FEDERATION <br />OF THE BLIND, <br />WORKSHOP V, INC. <br />AND UNITED WAY <br /> <br />raining the hardware. <br /> <br /> On motion by Mr. Conover, seconded by Dr. Hall, the following <br />appropriation was offered and carried over to the next meeting for <br /> <br />consideration: <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville, <br />Virginia: <br /> <br /> 1) That the sum of $45,000, being a portion of the revenue to <br />be received by the General Fund in the current fiscal year pursuant <br />to the revenue sharing agreement with the County of Albemarle, is <br />appropriated to expenditure account 01-91140 and transferred to the <br />unappropriated balance of the Capital Projects Fund. <br /> <br /> 2) That the sum of $45,000 is hereby appropriated from the un- <br />appropriated balance of the Capital Projects Fund to expenditure <br />account 05-01210 for the purchase of data processing equipment. <br /> <br /> The appropriation of $1,512.00 for the Youth Enrichment Program <br />which was offered at the meeting of December 6th was adopted by the <br /> <br />following vote. Ayes: Mr. Buck, Mr. Conover, Mrs. Gleason, Dr. Gunter, <br /> <br />Dr. Hall. Noes: None. <br /> <br /> On motion by Mrs. Gleason, seconded by Dr. Hall, the following <br />appropriation was offered and carried over to the next meeting for con- <br /> <br />sideration: <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville, <br />Virginia: <br /> <br /> 1) That the sum of $100,000.00, being a portion of the revenue to <br />be received by the .General Fund in the current fiscal year pursuant to <br />the revenue sharing agreement with the County of Albemarle, is appropriated <br />to expenditure account 01-91140 and transferred to the unappropriated <br />balance of the Capital Projects Fund. <br /> <br /> 2) That the sum of $100,000.00 is hereby appropriated from the un- <br />appropriated balance of the Capital Projects Fund to expenditure account <br />05-01220 for the City's share of capital costs associated with the <br />establishment of a joint dispatch center for law enforcement agencies and <br />the installation of a "911" emergency telephone system to link service <br />providers. <br /> <br />On motion by Dr. Hall, seconded by Dr. Gunter, the following resolution <br /> <br />was adopted by the following vote. Ayes: Mr. Buck, Mr. Conover, Mrs. <br /> <br />Gleason, Dr. Gunter, Dr. Hall. Noes: None. <br /> <br /> WHEREAS, the Blue Ridge Federation of the Blind has asked this <br />Council to endorse an amendment to Title 58 of the Code of Virginia <br />granting the Federation exemption from certain state and local taxes; <br />and <br /> <br /> WHEREAS, the Blue Ridge Federation of the Blind is an unincorporated <br />association established to fulfill the charitable and benevolent <br />objective of promoting the economic and social welfare of blind persons; <br />and <br /> <br /> WHEREAS, this Council has considered whether property of the Blue <br />Ridge Federation of the Blind should be exempt from taxation, at a <br />public hearing, duly advertised as required by Section 30-19.04 of the <br />Virginia Code, held on November 1, 1982; and <br /> <br /> WHEREAS, the Council finds that the Blue Ridge Federation of the <br />Blind: <br /> <br />Is a recognized local chapter of a national organization <br />exempt from federal taxation pursuant to Section 501(c) of <br />the Internal Revenue Code of 1954; <br /> <br />Holds no current license from the Alcoholic Beverage Control <br />Board; <br /> <br />Pays no compensation to any officer or director in excess <br />of reasonable allowance for services rendered; <br /> <br />Does not distribute any part of its net earnings to any <br />individual and generates all of its funds from private <br />donations, dues paid by members and fund raising activities; <br /> <br />5. Provides services for the commongood of the public; <br /> <br />Does not carry on substantial activities to influence legisla- <br />tion or political campaigns; <br /> <br />Has no rule, regulation, policy or practice discriminating on <br />the basis of religious conviction, race, color, sex or national <br />origin; <br /> <br /> <br />
