NOW, THEREFORE, BE I.T RESOLVED by the Council of the City of <br />Charlottesville that the Council hereby endorses, supports and approves <br />the adoption of an amendmen~ to Title 58 of the Code of Virginia exempting <br />property of the Blue Ridge Federation of the Blind located in the City of <br />Charlottesville from state and local taxation; and <br /> <br /> BE IT FURTHER RESOLVED that the Clerk of the Council is directed to <br />convey certified copies of this resolution to the members of the General <br />Assembly representing the City. <br /> <br /> On motion by Dr. Gunter, seconded by Dr. Hall, the following resolution <br />was adopted by the following vote. Ayes: Mr. Buck, Mr. Conover, Mrs. <br />Gleason, Dr. Gunter, Dr. Hall. Noes: None. <br /> <br /> WHEREAS, the Workshop V, Inc. has asked this Council to endorse an <br />amendment to Title 58 of the Code of Virginia granting Workshop V Inc. <br />.exemption 'from certain state and local taxes; and ' <br /> <br /> WHEREAS, Workshop V, Inc. is a nonprofit corporation established to <br />fulfill the charitable and benevolent objectives of evaluation, training <br />and employment of handicapped persons; and <br /> <br /> WHEREAS, this Council has considered whether property of Workshop V, <br />Inc. should be exempt from taxation, at a public hearing, duly advertised <br />as required by Section 30-19.04 of the Virginia Code held on November 1 <br />1982; and ' ' <br /> <br />WHEREAS, the Council finds that.Workshop V, Inc.: <br /> <br />Is a charitable and educational organization exempt from <br />federal taxation pursuant to Section 501(c)(5) of the <br />Internal-Revenue Code of 1954; <br /> <br />Holds no current license from the Alcoholic Beverage <br />Control Board; <br /> <br />Pays no compensation to any officer or director in excess <br />of reasonable allowance for services rendered; <br /> <br />Does not distribute any part of its net earnings to any <br />individual, and generates a substantial portion of its <br />funds from private donations and local, state and federal <br />grants; <br /> <br />5. Provides services for the common good of the public; <br /> <br />6. Does not carry on substantial activities to influence <br /> legi'slation or political campaigns; and <br /> <br />Has no rule, regulation, policy or practice discriminating <br />on the basis of religious conviction, race, color, sex or <br />national origin; <br /> <br /> NOW, THEREFORE, be it resolved by the Council of the City of <br />Charlottesville that the COuncil hereby endorses, supports and approves <br />the adoption of an amendment to Title 58 of th.e Code of Virginia exempting <br />property of Workshop V, Inc. located in the City of Charlottesville from <br />state and local taxation; and <br /> <br /> BE IT FURTHER RESOLVED that the clerk of the Council is directed to <br />convey certified copies of this resolution to the members of the General <br />Assembly representing the City. <br /> <br /> On motion by Dr. Gunter, seconded by Mr. Conover, the following <br />resolution was adopted by the following vote, Mrs. Gleason abstaining. <br />Ayes: Mr. Buck, Mr. Conover, Dr. Gunter, Dr. Hall. Noes: None. <br /> <br /> WHEREAS, the United Way Thomas Jefferson Area has asked this <br />Council to endorse an amendment to Title 58 of the Code of Virginia <br />granting the United Way - Thomas Jefferson Area exemption from certain <br />state and local taxes; and <br /> <br /> WHEREAS, United Way Thomas Jefferson Area is a nonprofit corporation <br />organized to provide centralized fund raising and other coordinated services <br />for the benefit of several charitable and benevolent organizations and <br />providing services to residents of Charlottesville; and <br /> <br /> WHEREAS, this Council has considered whether property of the United <br />Way Thomas Jefferson Area should be exempt from taxation, at a public <br />hearing, duly advertised as required by Section 30-19.04 of the Virginia <br />Code, held on November 15, 1982; and <br /> <br />WHEREAS, the Council finds that United Way Thomas Jefferson Area: <br /> <br />Has been exempt from federal taxation pursuant to Section 501 <br />(c)(3) of the Internal Revenue Code of 1954; <br /> <br />Holds no current license from the Alcoholic Beverage Control <br />Board; <br /> <br />Pays no compensation to any officer or director in excess of <br />reasonable allowance for services rendered; <br /> <br />167 <br /> <br /> <br />
