<br /> On motion by Mr. Conover, seconded by Dr. Gunter, the following
<br />appropriation was offered and carried over to the next meeting for
<br />
<br />consideration:
<br />
<br /> BY IT RESOLVED by the Council of the City of Charlottesville,
<br />Virginia, that the sum of $1,000 is hereby appropriated to expenditure
<br />account 11-13070 in the Grants Fund for use by the Charlottesville-
<br />Albemarle Clean Community Commission (CA3) in recycling and litter
<br />control projects for the period July 1, 1982 through June 30, 1983.
<br />Such appropriation shall be subject to the receipt by the Grants Fund
<br />of a like amount in revenue from a Virginia Division of Litter Control
<br />grant.
<br />
<br /> On motion by Dr. Gunter, seconded by Mr. Conover, the following
<br />
<br />appropriation was offered and carried over to the next meeting for
<br />
<br />consideration:
<br />
<br /> BE IT RESOLVED by the Council of the City of Charlottesville,
<br />Virginia, that the sum of $5,000.00, previously appropriated to
<br />expenditure account 01-42130 for the operation of a fuel assistance
<br />program by the Monticello Area Community Action Agency is hereby
<br />transferred and reappropriated to expenditure account 18-22030 for
<br />operation of a similar program by the Department of Social Services.
<br />
<br />On motion by Mr. Conover, seconded by Dr. Gunter, the following
<br />
<br />appropriation was offered and carried over to the next meeting for
<br />
<br />consideration:
<br />
<br /> BE IT RESOLVED by the Council of the City of Charlottesville,
<br />Virginia, that the sum of $27,345.00 is hereby appropriated to
<br />expenditure account 18-33310 for the employment services program in
<br />the Social Services Department. Such appropriation shall be subject
<br />to the receipt of a like amount in revenue from the State Department
<br />of Social Services.
<br />
<br />On motion by Mr. Conover, seconded by Dr. Gunter, a resolution
<br />
<br />authorizing the Mayor to sign a deed conveying a portion of Rockland
<br />
<br />and Meridian Streets was unanimously adopted by Council.
<br />
<br />On motion by Dr. Gunter, seconded by Mr. Conover, the following
<br />
<br />resolution was unanimously adopted by Council:
<br />
<br /> WHEREAS, the South Fork Rivanna Reservoir was built in 1966 by
<br />the City of Charlottesville to provide public water for residents of
<br />of the urban area; and
<br />
<br /> WHEREAS, the Rivanna Water and Sewer Authority was formed in
<br />1972 by a joint resolution of Albemarle County and the City of
<br />Charlottesville for the purpose of maintaining facilities to supply
<br />drinking water to both communities under terms set out in the "Four
<br />Party Agreement" of 1973 among the City, the County, the County Service
<br />Authority, and Rivanna; and
<br />
<br /> WHEREAS, the South Fork Rivanna Reservoir developed sedimentation
<br />and eutrophication probl, ems at least partially caused by runoff from
<br />developed land in the watershed; and
<br />
<br /> WHEREAS, Albemarle County enacted the Runoff Control Ordinance
<br />to reduce the deterimental effects of development in the watershed
<br />which ordinance requires the construction of certain devices for the
<br />protection of public drinking waters and the long-term effectiveness
<br />of these devices is dependent on the uniform maintenance and replace-
<br />ment of said devices; and
<br />
<br /> WHEREAS, in January, 1980, the County and the City jointly
<br />created the position of Watershed Management Official to coordinate,
<br />integrate and review watershed management activities in the County
<br />relative to protection of public drinking water impoundments and signed
<br />a contract sharing the costs of this operation on a fifty-fifty basis;
<br />and
<br />
<br /> WHEREAS, the Rivanna Water and Sewer Authority undertook, at the
<br />instance of the Board of Supervisors of Albemarle County and the
<br />Council of the City of Charlottesville, to study alternative water
<br />supply sources and in June, 1982 presented a report recommending that
<br />Buck Mountain Creek be selected as a future raw water supply source and
<br />that a dam be built at the appropriate time at Site C as identified in
<br />a study by Camp, Dresser and McKee dated June, 1982, entitled "Buck
<br />Mountain Feasibility Study Phase III Final Report, Subsurface Investigation
<br />Site C;'~

<br /> NOW, THEREFORE, BE IT JOINTLY RESOLVED BY THE COUNTY, THE CITY,
<br />THE ALBEMARLE COUNTY SERVICE AUTHORITY, AND RIVANNA, as follows:
<br />
<br /> 1. The periodic inspection and maintenance of the devices required
<br />by the County's Runoff Control Ordinance will be performed by the Rivanna
<br />Water and Sewer Authority as the agent of Albemarle County, and the cost
<br />
