APPOINTMENTS <br /> <br />REQUEST: <br />DOGWOOD FESTIVAL <br /> <br />PRESENTATION: <br />POLICE <br />DEPARTMENT <br /> <br />APPROPRIATION: <br />$12,000 - GIRLS' <br />ATTENTION HOME <br />(2nd reading) <br /> <br /> should contain provisions for a City-wide task force which should report <br /> directly to Council after hearing recommendations by the Planning Commission, <br /> Social Development Commission and Economic Development Group. She'further <br /> stated that the task force should have representation from low and moderate <br /> income members of the community. <br /> <br /> David Toscano, representing the Virginia Citizens Party Steering <br /> Committee, addressed Council, expressing support of the efforts of community <br /> groups and the City to develop a policy to regulate a future planning and use <br /> of CDBG monies and other related developmental funds. Mr. Toscano stated that <br /> a clearly defined ordinance with legal standing is preferable to a policy <br /> statement and recent CDBG planning in the local area indicates the need to <br /> establish firm guidelines for future action taken by the City. <br /> <br /> Yale Raven of 106 Stuart Circle addressed Council endorsing a resolution <br /> made by CHIP on this issue and recognized the commendable efforts made by <br /> the City in the past in allocating CDBG funds. <br /> <br /> Ken Ackerman, Executive Director of MACAA, spoke, in favor of a permanent <br /> process to assure the proper allocation of funds and to assure that the process <br /> will be effective. <br /> <br /> Dr. William Harris of 485 14th Street expressed his views on CDBG funds <br /> and gave a brief overview of the history of such funds in the City, as they <br /> have been applied to minorities. <br /> <br /> Don Gaston of 1013 Linden Street, representing the Belmont Neighborhood <br /> Association, stated his support for the positions of MACAA and the FNA. <br /> <br /> There being no further comments from the public, Mayor Buck clOsed the <br /> public hearing. <br /> <br /> Mr. Conover commented that he agrees with the general tender of the <br /> <br /> comments voiced ar the public hearing. He stated the need for a well- <br /> <br />.organized group representing the proper people. He also stated that Council <br /> needs to give a specific charge to the group. He continued, saying that.the <br /> committee should have a longer life than one year, since a lot of' that time <br /> would be a learning process. <br /> <br /> Mr. Buck stated that Council will consider the information presented and <br /> hold a works.ession on the last Monday in January. <br /> <br /> On motion by Dr. Gunter, Rebecca Rimel was appointed to the Charlottes- <br /> ville-Albemarle Airport Commission. <br /> <br /> Jim Carpenter, President of the Dogwood Festival, addressed Council <br /> requesting permission to use certain City facilities during the April 12 <br /> 24th festival. Mr. Carpenter asked for a waiver of licenses and invited <br /> Council to participate in the parade. <br /> <br /> On motion by Mr. Conover, seconded by Dr. Gunter, Council unanimously <br />agreed to the use of the park and the waiver of permits for the Thirty-Third <br />Annual Dogwood Festival. <br /> <br /> John deKoven Bowen, Chief of Police, made a presentation to Council <br /> outlining the operations and duties of the City Police Department. <br /> <br /> The appropriation of $12,000 to be used for the Girls' Attention Home <br />which was offered at the meeting of January 3rd was adopted by the following <br />vote. Ayes: Mr~ Buck, Mr. Conover, Dr. Gunter. Noes: None. Absent: Mrs. <br />Gleason, Dr. Hall. <br /> <br /> <br />
