178 <br /> <br />be required to conduct periodic public hearings throughout the planning <br />process and that citizen participation should occur through public <br />hearings when the task force establishes the perimeters, when the final <br />plan is submitted to Council and when any amendment to that plan is being <br />considered and when the final evaluation has been done. She continued, <br />stating that CDBG should be directly benefited towards low and moderate <br />income people. <br /> <br /> Karen Bonventre spoke in favor of targeting the CDBG funds to the <br /> <br />poor. She stated that spending CDBG money on projects that benefit low <br />and moderate income people is consistent with CDBG legislation, legislative <br />intent and legislative history. She stated that the three objectives of <br />CDBG: 1) benefiting low or moderate income families; 2) aiding in the <br />prevention or elimination of slums or blight; and 3) urgent needs, are <br />included in the CDBG legislation, but are not the primary objective. She <br />stated that each CDBG activity has to fit one of the three categories, <br />but each city's CDBG program as a whole has to fulfill the primary <br />objective, which is benefiting low and moderate income people. <br /> <br /> Peggy King, President of the Lewis Mountain Neighborhood Association, <br /> addressed Council, stating that the Association endorses the seven points <br /> of the position of the Charlottesville Federation of Neighborhood Associa- <br /> tions in favor of a Community Development Block Grant ordinance. <br /> <br /> Marian Terrell, President of the Charlottesville Federation of <br /> Neighborhood Associations, requested the adoption of an ordinance for the <br /> planning, administration, and evaluation of expenditures of funds received <br /> by the City under the CDBG program. Mrs. Terrell listed seven points <br /> that the proposed ordinance should essentially provide. She also stated <br /> that eight of the member associations approve of the statement presented <br /> to Council, two could not come to a decision on the statement, and one <br /> could not be reached for a decision. <br /> <br /> Helen Tonsler of 2111 5th St., N.W. addressed Council, stating her <br /> support for a new CDBG ordinance. <br /> <br /> Ethel Henderson of 313 6th St., N.W. and President of the Fifeville <br /> Neighborhood Association, expressed her views on the CDBG process and <br /> gave the Association's endorsement of the seven points outlined by the <br /> Federation of Neighborhood Associations. <br /> <br /> Diane Meador of 2322 Peyton Drive and representative of the Char- <br /> lottesville Chapter of the National Organization for Women, requested the <br /> adoption of an ordinance for a regular decision-making process for the <br /> use of Community Development Block Grant funds and funds from other <br /> development grants for which the City may be eligible to receive as <br /> entitlements. She stated that an ordinance is needed to open up the <br /> process to the feelings and needs of low and moderate income people and <br /> empowers them to participate more effectively in the major decisions <br /> affecting their lives. Ms. ~eador gave NOW's endorsement of the position <br /> of the Federation of Neighborhood Associations. <br /> <br /> Flora Patterson, President of the League of Women Voters, voiced her <br /> appreciation to Council for the opportunity to comment on the CDBG planning <br /> process.
