PRESENTATION: <br />CHARLOTTESVILLE <br />DEVELOPMENT <br />-'GROUP <br /> <br />APPROPRIATION: <br />PRE-PLACEMENT <br />PREVENTIVE <br />SERVICES <br />PROGRAM <br /> <br />RESOLUTION: <br />GRANTING SPECIAL <br />PERMIT FOR AN <br />AMUSEMENT <br />ARCADE AT 1609 <br />UNIVERSITY AVE. <br /> <br />RESOLUTION: <br />AUTHORIZING <br />CONVEYANCE OF <br />REAL ESTATE BY <br />REGION TEN <br />COMMUNITY <br />SERVICES BOARD <br /> <br /> Task Force to designate Fifeville as a target area due to its proximity and <br /> linkage to the West Main and Starr Hill improvements. <br /> <br /> Mrs. Gleason questioned when the Task Force would re~ort on the rest <br /> <br /> of their recommendations. <br /> <br /> Mr. Lawrence indicated that the other recommendations of the Task Force <br /> will be presented to the Planning Commission prior to Council's review and <br /> comments. <br /> <br /> Mrs. Gleason asked if more funds could be made available for Fifeville. <br /> Mr. Lawrence stated that the Council would have an opportunity to <br /> evaluate the Fifeville requests with other City-wide Community Development <br /> Block Grant recommendations when they are submitted. <br /> <br /> On motion by Mrs. Gleason, seconded by Dr. Hall, the Council unanimously <br />adopted a motion to: 1) Designate Fifeville as a target neighborhood for <br />Community Development Block Grant (CDBG) entitlement funds during 1983-84 <br />grant year; 2) Allocated $210,000 to the Fifeville Neighborhood for programs <br />to be discussed and recommended by a neighborhood task force; and 5) Recommend <br />that projects undertaken in the Fifeville neighb.orhood concentrate on housing <br />and drainage, street and sidewalk problems which directly impact housing. <br /> <br /> The Council passed over the presentation since the Chairman of the <br />Development Group was out of town. <br /> <br />Mr. Hendrix, City Manager, reported to Council that funds provided by <br /> <br />the State for the pre-placement preventive services program will be used <br /> <br />to purchase outreach counseling for families at risk for foster care placement <br /> <br />On motion by Mr. Conover, seconded by Dr. Gunter, the following <br /> <br />appropriation was carried over to the next meeting for consideration: <br /> <br /> BE IT RESOLVED by the 'Council of the City of Charlottesville, Virginia, <br />that the sum of $50,000 is hereby appropriated to expenditure account <br />11-42030-4304 for a pre-placement preventive services program in the <br />Social Services Department. The money will be used to purchase counseling <br />services from Outreach Counseling for families whose children are at risk <br />of foster care placement. Such appropriation shall be subject to the <br />receipt of a like amount from the Virginia Department of Social Services. <br /> <br /> Mr. Leroy Wilkerson, owner and operator of the Burger King at 1609 <br />University Avenue, entertained Council's questions regarding the special <br />permit for the Amusement Arcade. <br /> <br /> On motion by Mr. Conover, seconded by Dr. Hall, the following resolution <br />was adopted by Council with a no vote by Dr. Gunter: <br /> <br />BE IT RESOLVED by the City of Charlottesville, Virginia, that: <br /> <br /> 1) The property located in a B-3 business district at 1609 University <br />Avenue, designated as a portion of Parcel 99 on City real property tax <br />map 9, is hereby granted a special permit for use as an amusement arcade <br />for up to 12 video games as permitted under Section 31-93 of the City Code; <br /> <br /> 2) City Council finds that such use conforms to the requirements <br />for special permits generally imposed by Azticle XX (Section 31-218 et seg.) <br />of Chapter 31 of the City Code, and this permit is subject to all conditions <br />and restrictions imposed generally by such article; <br /> <br /> 3) Such permit shall be conditioned upon development and use of the <br />property in accordance with the approved site plan for the property, and <br />failure to adhere Go the requirements of the site plan shall be deemed <br />cause for revocation of the special permit; and <br /> <br /> 4) This permit shall be valid between the hours of 7:00 a.m. and 11:00 <br />p.m. Sunday through Thursday and between the hours of 7:00 a.m.. and 12:00 <br />midnight Friday and Saturday. <br /> <br /> Mr. Hendrix, City Manager, reported to Council that the City has <br />received a request from the Region Ten Community Services Board to approve <br />the transfer of property it owns at 503 16th Street, N.W. to the Region Ten <br /> <br />Community Services Charitable Trust. <br /> <br /> <br />
