PRESENTATION: CHARLOTTESVILLE DEVELOPMENT -'GROUP APPROPRIATION: PRE-PLACEMENT PREVENTIVE SERVICES PROGRAM RESOLUTION: GRANTING SPECIAL PERMIT FOR AN AMUSEMENT ARCADE AT 1609 UNIVERSITY AVE. RESOLUTION: AUTHORIZING CONVEYANCE OF REAL ESTATE BY REGION TEN COMMUNITY SERVICES BOARD Task Force to designate Fifeville as a target area due to its proximity and linkage to the West Main and Starr Hill improvements. Mrs. Gleason questioned when the Task Force would re~ort on the rest of their recommendations. Mr. Lawrence indicated that the other recommendations of the Task Force will be presented to the Planning Commission prior to Council's review and comments. Mrs. Gleason asked if more funds could be made available for Fifeville. Mr. Lawrence stated that the Council would have an opportunity to evaluate the Fifeville requests with other City-wide Community Development Block Grant recommendations when they are submitted. On motion by Mrs. Gleason, seconded by Dr. Hall, the Council unanimously adopted a motion to: 1) Designate Fifeville as a target neighborhood for Community Development Block Grant (CDBG) entitlement funds during 1983-84 grant year; 2) Allocated $210,000 to the Fifeville Neighborhood for programs to be discussed and recommended by a neighborhood task force; and 5) Recommend that projects undertaken in the Fifeville neighb.orhood concentrate on housing and drainage, street and sidewalk problems which directly impact housing. The Council passed over the presentation since the Chairman of the Development Group was out of town. Mr. Hendrix, City Manager, reported to Council that funds provided by the State for the pre-placement preventive services program will be used to purchase outreach counseling for families at risk for foster care placement On motion by Mr. Conover, seconded by Dr. Gunter, the following appropriation was carried over to the next meeting for consideration: BE IT RESOLVED by the 'Council of the City of Charlottesville, Virginia, that the sum of $50,000 is hereby appropriated to expenditure account 11-42030-4304 for a pre-placement preventive services program in the Social Services Department. The money will be used to purchase counseling services from Outreach Counseling for families whose children are at risk of foster care placement. Such appropriation shall be subject to the receipt of a like amount from the Virginia Department of Social Services. Mr. Leroy Wilkerson, owner and operator of the Burger King at 1609 University Avenue, entertained Council's questions regarding the special permit for the Amusement Arcade. On motion by Mr. Conover, seconded by Dr. Hall, the following resolution was adopted by Council with a no vote by Dr. Gunter: BE IT RESOLVED by the City of Charlottesville, Virginia, that: 1) The property located in a B-3 business district at 1609 University Avenue, designated as a portion of Parcel 99 on City real property tax map 9, is hereby granted a special permit for use as an amusement arcade for up to 12 video games as permitted under Section 31-93 of the City Code; 2) City Council finds that such use conforms to the requirements for special permits generally imposed by Azticle XX (Section 31-218 et seg.) of Chapter 31 of the City Code, and this permit is subject to all conditions and restrictions imposed generally by such article; 3) Such permit shall be conditioned upon development and use of the property in accordance with the approved site plan for the property, and failure to adhere Go the requirements of the site plan shall be deemed cause for revocation of the special permit; and 4) This permit shall be valid between the hours of 7:00 a.m. and 11:00 p.m. Sunday through Thursday and between the hours of 7:00 a.m.. and 12:00 midnight Friday and Saturday. Mr. Hendrix, City Manager, reported to Council that the City has received a request from the Region Ten Community Services Board to approve the transfer of property it owns at 503 16th Street, N.W. to the Region Ten Community Services Charitable Trust.
