STAFF REPORT: <br />UTILITY RATE <br />INCREASE <br /> <br />APPROPRIATION: <br />$1800 ALCOHOL <br />SAFETY GRANT <br /> <br />RESOLUTION: <br />AUTHORIZING <br />CONVEYANCE OF <br />REAL ESTATE BY <br />REGION TEN <br />COMMUNITY <br />SERVICES <br /> <br />ORDINANCE: <br />REZONING LAND <br />AT SOUTHEAST <br />CORNER OF WARD <br />AVENUE AND <br />GRACE STREET FROM <br />R-2 to <br /> <br />that while his department used some of the facilities, they were not <br /> <br />in charge of coordination. <br /> <br /> Dr. Gunter said she felt it was time CounciI assumed the respon- <br />sibility for school grounds maintenance. <br /> <br /> On a question from Mr. Buck, Mr. Hendrix responded that Council <br /> <br />should have a first reading of the appropriation for $25,000 in June with <br />the second reading in July filter the new fiscal year. Mr. Buck further <br />stated that the consensus seemed in favor of moving forward with this <br />program and all members of Council nodded in agreement. <br /> <br /> Mr. Sheets presented written responses to Council's concerns at <br /> <br /> the previous Council work session. <br /> <br /> Mr. Buck asked if anyone was present who had expected to speak on <br /> <br />the subject and could not return on May 16th. After receiving no response, <br />Mr. Buck scheduled the public hearing and first reading of the rate increase <br />ordinance for May 16th. <br /> <br /> The following appropriation resolution for the Police Department <br /> <br /> to purchase alcohol sensing devices was offered by Mrs. Gleason and <br /> <br /> seconded by Dr. Gunter: <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville, <br /> Virginia, that the sum of $1,800 is hereby appropriated from the Grants <br /> Fund to expenditure account 11-25040 for use by the Charlottesville <br /> Police Department in purchasing alcohol sensing devices. Such appropria- <br /> tion shall be subject to the receipt of a like amount in revenue from a <br /> Virginia Department of Transportation Safety grant, AL83-00-040. <br /> <br /> This resolution had been held over from the previous meeting <br /> <br /> because Council had several questions. Mr. Jim Peterson spoke re~resenting <br /> Region Ten. <br /> <br /> Mrs. Gleason asked about the other properties that Region Ten used <br /> <br /> and what was to happen to them. Mr. Peterson responded that the buildings <br /> on Gordon Avenue and Ackley Lane were owned by the Perry Foundation and <br /> the High Street offices were leased from a private person. <br /> <br /> Mr. Conover was somewhat concerned that the property in question <br /> <br /> would become income producing but would remain tax exempt. <br /> <br /> Mr. Peterson said that while he cannot predict the future, there <br /> <br /> is no intention that it become income producing. <br /> <br /> Dr. Gunter was concerned that because Region Ten was exempt from <br /> <br /> zoning requirements the property might be sold in the future "for a good <br /> cause" at a high price but something detrimental to the neighborhood might be <br /> put in its place. <br /> <br /> Mr. Peterson responded that the property was placed in a private <br /> <br /> trust which would not be exempt from zoning requirements and assured <br /> Council that Dr. Gunter's concerns were unfounded. He further said that <br /> because of the small size of the lot it would probably be converted to <br /> residential property in the future. <br /> <br /> Mr. Huja, Director of Community Development, summarized the request <br /> <br /> to rezone the property at 810 Ward Avenue from R-2 to B-3 for a car repair <br /> garage. He illustrated on the map that the house was in a mostly single <br /> family area and said the Planning Commission recommended the request be <br /> denied for the following reasons: 1) it was contrary to the comprehen- <br /> sive plan and 2) it would set a precedent for other property owners to <br /> follow. <br /> <br /> <br />
