OTHER BUSINESS: <br />RESOLUTION <br />CLARIFYING BUCK <br />MOUNTAIN RESERVOIR <br />RESOLUTION <br /> <br />STREET LIGHT <br />REQUESTS <br /> <br />MARCHING BAND <br /> <br /> Mrs. Gleason noted that a letter f2om Mrs. Sclater, the home owner <br /> requesting the zoning change, had been sent to Council after the joint <br /> hearing with the Planning Commission. Mrs. Sclater spoke concerning the <br /> petition she had included with her letter. She said neighbors had signed <br /> the petition to show that they had not been bothered by paint smells or <br /> noise. Mrs. Sclater said that being able to obtain a business license <br /> would protect her and her neighbors because she could then obtain insurance. <br /> <br /> A neighbor opposing the request expressed concern that denying the <br /> request would not alleviate the problem because the garage was already <br /> there. <br /> <br /> Mr. Conover moved to deny the request stating that he agreed with <br /> <br /> the Planning Commission, and Mrs. Gleason seconded the denial adding agree- <br /> ment with the reasons given by the Planning Commission. <br /> <br /> Mr. Buck agreed noting that Council had to make a decision on the <br /> request without taking into account personal needs, and Mrs. Gleason added <br /> that the precedent setting issue was important because if Council granted <br /> this request it would be hard to deny a similar request in the future. <br /> <br /> The request was denied by the following vote. Ayes: Mr. Buck, Mr. <br /> Conover, Mrs. Gleason, Dr. Gunter. Noes: None. Absent: Dr. Hall. <br /> <br /> Mr. Hendrix introduced a resolution clarifying the intent of Council <br /> regarding the Reservoir Project noting that the bond attorney for the <br /> Rivanna Water and Sewer Authority had requested the resolution. He noted <br /> that the county had already passed the resolution. <br /> <br /> Dr. Gunter moved and Mrs. Gleason seconded the following resolution. <br /> <br /> It was unanimously passed. <br /> <br /> WHEREAS, the Board of Supervisors of Albemarle County, the Albemarle <br /> County Service Authority, the Rivanna Water and Sewer Authority and this <br /> Council have previously adopted a concurrent resolution relating to the <br /> acquisition of land for a future reservoir on Buck Mountain Creek' now <br /> therefore, ' ' <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville, Virginia <br /> that paragraph 4B of that concurrent resolution has been considered and <br />the Council intends that Rivanna Water and Sewer Authority adjust its urban <br />water rate to provide revenues sufficient to carry the debt service that <br />might be reasonably attributed to site acquisition, but that it is not <br />and was not intended to preclude the use of other funds, including interest <br />or invested funds or the general revenues of the Authority to provide <br />necessary coverage for present or future debt service. <br /> <br /> Mr. Hendrix presented Council with a list of requests for street <br /> <br />lights noting that the policy up until the last few years had been for <br />the City to install lights to anyone requesting them. He said most people <br />felt it made their neighborhoods safer. <br /> <br /> Mrs. Gleason noted that in the 17th Street and 14th Street areas the <br />crime rate was lower after lights were installed and that she would like <br />to honor the requests within reason, especially when requests were made <br />by a neighborhood association. She said she would like to appropriate <br />money £or the street lights from the general fund up to a limit. <br /> <br /> Mr. Conover questioned whether developers were required to include <br />street lights in new developments, but Mr. Wiley answered that the Planning <br />Commission did not want to require it. <br /> <br /> Mr. Buck indicated his support for continuing the program and Mr. <br />Hendrix said he would bring an appropriation back at the next meeting for <br />them to consider. <br /> <br /> Mrs. Gleason praised the high school marching band after competing in <br /> <br /> <br />
