208' <br /> <br />RESOLUTION: <br />USE OF DUAL <br />TRAILERS ON <br />ROUTE 29 NORTH <br /> <br />EXECUTIVE SESSION <br /> <br />ADJOURNMENT <br /> <br />St. Louis and winning almost every prize available. <br /> <br /> Mrs. Gleason also commended seven Charlottesville High School <br /> <br />students for their achievements as merit scholar finalists. <br /> <br /> Mr. Conover proposed a resolution denying tandem trailers access <br /> <br />to Route 29 in and north of the City limits. He reported that the <br />tandem trailers had been allowed by Congress as an apparent compromise <br />move concerning the $0.05 increase in gasoline taxes. The states were <br />forced to accept these trucks on interstate highways but were attempting <br />to limit their use on other roads. Delegate Van Yahres was attending a <br />hearing concerning what other roads the trucks would be allowed on and <br />the resolution would strengthen his case against the use of Route 29 <br />because of the mix and quality of traffic as well as the condition of <br />the shoulders and exit ramps onto the 250 Bypass. <br /> <br /> Mr. Conover moved, Dr. Gunter seconded, and the resolution was <br /> unanimously passed: <br /> <br /> WHEREAS', the United States'~Se~re~ary of TransportatiOn has proposed <br /> opening to twin trailer truck traffic certain roads mn the United States <br /> previously closed to such traffic; and <br /> <br /> WHEREAS, portions of Route 29 in and near the City of Charlottes- <br /> ville are included among the roads proposed to be opened; and <br /> <br /> WHEREAS, there has been a 50.5% increase since 1976 in traffic on <br /> Route 29 immediately north of the Route 29 250 Bypass intersection in <br /> Charlottesville, which increase has resulted in serious morning and <br /> evening traffic congestion on Route 29 north of Charlottesville; and <br /> <br /> WHEREAS, the geometrics of the connecting ramps between Route 29 <br /> and the Route 29 2S0 Bypass are tight and the grades are steep in <br /> both directions, causing many vehicles to stop before they can merge; <br /> and <br /> <br /> WHEREAS, the addition of twin trailer truck traffic to Route 29 <br /> in and immediately north of Charlottesville would worsen significantly <br /> an already serious congestion Problem and would create unacceptable <br /> safety hazards at the Route 20 250 BYpass intersection, now, therefore, <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville, <br /> Virginia, that: <br /> <br /> 1. Route 29 in and immediately north of the City of Charlottesville <br /> should not be opened to twin trailer truck traffic. <br /> <br /> 2. In the future, should similar proposals be made regarding Route <br /> 29 or any other road in the Charlottesville vicinity, the City should be <br /> consulted and requested to comment at a far earlier stage of the proceedings. <br /> <br /> 3. This resolution shall be communicated immediately to the <br /> appropriate state and federal authorities. <br /> <br /> Mr. Buck referred to an article in the Charlottesville Observer <br /> <br /> which had comments by Mr. Roosevelt who is the secondary roads engineer <br /> for this area. The comments concerned the Mclntire Road project but <br /> Council's views were represented incorrectly, perhaps through misquotes <br /> or a misunderstanding by Mr. Roosevelt. The article also mentioned the <br /> Ridge Street project. <br /> <br /> Mr. Hendrix stated that the Mclntire Road project was progressing <br /> slowly but that Council's intent was clear. <br /> <br /> Mr. Buck stated that these'statements in relation to the CATS study <br /> <br /> be checked. <br /> <br /> On motion by Dr. Gunter, seconded by Mrs. Gleason, Council unanimously <br /> voted to meet in executive session to discuss acquisition of property as <br /> exempted by Section 2.1-344(a) C2) of the Virginia Freedom of Information <br /> <br />Act. <br /> <br /> The meeting was adjourned. <br /> <br />Pres ident ~ <br /> <br /> <br />
