This term will expire on June 30, 2002. <br /> <br /> The meeting was adjourned. <br />Presidd~ht <br /> <br />C1 r~d_l_ Mx <br /> <br />COUNCIL- CHAMBER - July 19, 1999 <br /> <br /> Council met in regular session on this date with the following members present: <br />Mr, Caravati, Mr. Cox, Ms. Daugherty, Ms. Richards, Mr, Toscano. <br /> <br /> Ms. Daugherty introduced Mr. Maurice Jones, the City's new Communications <br />Director. <br /> <br /> Ms. Daugherty noted that an extensive public hearing has been held on the <br />Meadowcreek Parkway and referred to the agenda rules that state that the public may <br />address any item unless a public hearing has been held. <br /> <br />PUBLIC <br /> <br /> Mr. Francis Fife, 501 5th Street, S.W., representing the Rivanna Trails <br />Foundation, said he hopes Council will adopt the Greenbelt program and expressed <br />concern that a danger may be posed to it at the confluence of the Rivanna River and <br />Meadow Creek, and that a critical piece inthe center of the City, if lost, will do great <br />damage to the entire system. <br /> <br /> Mr. Kevin Cox, Fairway Avenue, said that he appreciates Council adhering to its <br />written rules, and said that he has not come to speak at Council meetings during matters <br />by the public when he wanted to 'because of the rotes, only to find later that others were <br />allowed to speak because Council did not abide by its rules. Mr. Cox said he hopes <br />Council will continue to stick to their rules. <br /> <br /> Mr. Brandon Smith expressed concern about Council's process and dynamics, and <br />said that he feels Council Chamber is too small: for a democratic assembly. Mr~ Smith <br />said he feels the Chamber should also be reconfigured. Mr. Smith saidCouncil is not <br />sticking to the Thomas Jefferson Sustainability Council Accords, has caved in on issues, <br />and decisions are made on the basis of politics. Mr. Smith said that community activists <br />are talking about organizing the electoral process. <br /> <br /> Mr. Brooks McDaniel, representing AMVETS, said that he is concerned about the <br />fate of the Vietnam Memorial and asked Council to elaborate on their plans for it if the <br />Meadowcreek Parkway is built. <br /> Ms. Daugherty noted that preservation of the Vietnam Memorial is one of the <br />items Iisted in the City's proposed letter to the Virginia Department of Transportation. <br />Ms. Daugherty suggested that the City could work with AMVETS on a more appropriate <br />and accessible location for the memorial. <br /> <br /> Mr. McDaniel asked Council to be considerate of the memorial, particularly as it <br />ap_pears to be the first Vietnam memorial in the country. <br /> <br />PUBLIC ltEARING/ORDINANCE: CONVEYING DRAINAGE EASEMENT TO <br />VDoT (WESTERN BYPASS) <br /> <br /> Ms. Daugherty announced that this item wilt be deferred so that more information <br />can be given to Council and the public regarding the location of the easement. <br /> <br /> <br />
