FIFE, SECONDED BY MR. WRIGHT., AND CARRIED OVER TO THE NEXT MEETING <br /> <br />FOR cONS IDERAT ION.. <br /> <br /> ON MOTION BY MR. FIFE, SECONDED BY HR. BARBOUR.~ THE FOLLOWING RESOLUTION WAS <br /> <br />ADOPTED BY THE FOLLOWING VOTE: AYES: HR. BARBOUR~ HR. FIFE AND HR. VAN YAHRES. NOES: <br /> <br />HR. DAVIS AND HR. WRIGHT. <br /> <br /> WHEREAS, THE WAR tN VIET NAM AFFECTS DEEPLY EVERY INDIVIDUAL IN THIS COUNTRY~ <br />INCLUDING THE PEOPLE OF CHARLOTTESVILLE, AND <br /> <br /> ~"~EREAS~ THE CONTINUATION OF THE WAR CAN LEAD ONLY TO FURTHER KILLING AND <br />WOUNDING OF SOLDIERS AND CIVILIANS AND THE TAKINS OF MORE PRISONERS~ AND <br /> <br /> ~'~EREAS, IN EVER INCREASING NUMBERS THE PEOPLE OF THIS COHMUNITY AS WELL AS <br /> <br />THE REMAINDER OF THE COUNTRY HAVE VOICED A STRONG DESIRE FOR THE RAPID CONCLUSION OF <br /> <br />THE WAR, AND <br /> <br /> WHEREAS:~ WE SHARE A DEEP CONCERN FOR THE WELFARE AND IMMEDIATE RELEASE OF <br /> <br />ALL PRISONERS OF WAR IN INDO-CHINA~ AND HAvE SUPPORTED EFFORTS TO "WRITE HANOI" FOR <br /> <br />THE HUMANE TREATMENT AND EARLY RELEASE OF UNITED STATES POWts, AND <br /> <br /> WHEREAS, THE PRESIDENT OF THE UNITED STATES HAS BEGUN THE WITHDRAWAL OF <br /> <br />U. S. TROOPS FROM VI ET NAt4~ <br /> <br /> NOW, THEREFORE, BE IT RESOLVED THAT THE COUNCIL OF THE CITY OF CHARLOTTESVILLE <br />DOES HEREBY RECOHMEND TO THE PEOPLE OF CHARLOTTESVILLE THAT THEY WRITE TO THE PRESIDENT <br />URGING HIM TO ANNOUNCE THE EARLIEST POSSIBLE DATE FOR THE COHPLETE WITHDRAWAL FROM VIET <br />NAM OF ALL U. S. TROOPS. <br /> <br /> AT THE SANE TI~4E WE RECOMMEND THAT THE PEOPLE OF CHARLOTTESVILLE JOIN IN CALLING <br />UPON THE PROVISIONAL REVOLUTIONARY GOVERNMENT AND DEMOCRATIC REPUBLIC OF VIET NAH TO <br />HONOR THEIR PLEDGE TO NEGOTIATE AN IMMEDIATE CEASE-FIRE~ THE SAFE TACTICAL WITHDRAWAL OF <br />AMERICAN TROOPS AND AN EARLY RELEASE OF ALL POWts. <br /> <br /> THE HAYOR ANNOUNCED THE APPOINTMENT OF MR. PAUL A. DAHLEN TO THE WELFARE ADVISORY <br />BOARD. <br /> <br /> ON MOTION BY HR. DAVIS~ SECONDED BY HR. BARBOUR~ THE COUNCIL VOTED TO GO INTO <br />EXECUTIVE SESSION AT ITS WORK MEETING ON APRIL 12, 1971 BY THE FOLLOWING RECORDED VOTE: <br />AYES: MR. BARBOUR, MR. DAVIS~ MR. FIFEs, MR. VAN YAHRES AND HR. WRIGHT. NOES: NONE. <br /> <br /> ON MOTION THE MEETING ADJOURNED. <br /> <br />PUBLIC HEARING - <br />BUDGETS <br /> <br /> ~ PRES IDENT <br /> <br /> COUNCIL CHAHBER - APRIL 19, 1971 <br /> <br /> THE COUNCIL MET IN REGULAR SESSION ON THIS DATE WITH THE FOLLOWING MEMBERS PRESENT: <br />HR. BARBOUR~ MR. DAVIS, HR. FIFE AND MR. WRIGHT. ~BSENT: MR. VAN YAHRES. <br /> <br /> DR. HAROLD NEWLAN~ PASTOR OF THE CHERRY AVENUE CHRISTIAN CHURCH, GAVE THE INVOCATION. <br /> THE MINUTES OF THE MEETING OF APRIL 5, 1971 WERE READ AND APPROVED. <br /> <br /> THE CLERK REPORTED THAT A SYNOPSIS OF THE CITY AND SCHOOL BUDGETS HAD BEEN PUBLISHED <br />AND NOTICE OF PUBLIC HEARING GIVEN AS REQUIRED BY SECTION 19 of THE CITY CHARTER. AN <br />OPPORTUNITY WAS THEN AFFORDED ANYONE TO SPEAK FOR OR AGAINST THE CITY BUDGET. NO ONE <br />SPOKE FOR OR AGAINST THE BUDGET. AN OPPORTUNITY WAS THEN AFFORDED ANYONE TO SPEAK FOR OR <br />AGAINST THE SCHOOL BUDGET. SEVERAL PEOPLE ASKED QUESTIONS CONCERNING THE BUDGET~ AND <br />HR. JULIAN HUDSON) REPRESENTING THE CHARLOTTESVILLE EDUCATION ASSOClATtON~ ADDRESSED THE <br />COUNCIL AND REQUESTED THAT THE BUDGET BE ADOPTED AS PRESENTED. THE VICE MAYOR STATED <br /> <br />THAT ACTION ON THE BUDGETS WOULD BE DEFERRED UNTtL APRIL 26, 1971. <br /> <br /> <br />
