AUTHORIZED RE: <br />ENGINEERING FIRM <br /> <br />REQUESTING UTILITIES TO SERVE PHASE II AND Ill OF HIS DEVELOPMENT CONSISTING OF 114 UNITS. <br />THE CITY MANAGER STATED THAT UTILITIES ARE AVAILABLE FOR THIS DEVELOPMENT AND RECOMMENDED <br />THAT THE REQUEST BE GRANTED. ON MOTION BY MR. BARBOUR~ SECONDED BY MR. DAVIS, THE FORE- <br />GOING RECOMMENDATION WAS UNANIMOUSLY ADOPTED. <br /> <br /> A COMMUNICATION WAS PRESENTED FROM THE PLANNING COHMISSION RECOMMENDING THAT THE <br />REQUEST OF THE HOUSING AUTHORITY FOR REZONING ON HARTMANtS MILL ROAD BE GRANTED. AN <br />ORDINANCE ENTITLED "AN ORDINANCE AMENDING AND REENACTING THE DISTRICT MAP INCORPORATED <br /> <br />IN SECTION 4 OF ARTICLE 111 OF APPENDIX II OF THE CODE OF THE CITY OF CHARLOTTESVILLE, <br />1965, BY THE REZONING OF A PORTION OF A PARCEL OF LAND LOCATED ON HARTMAN'S MILL ROAD" <br /> <br />WAS OFFERED BY MR. DAVIS, SECONDED BY MR. WRIGHT, AND ADOPTED BY THE FOLLOWING RECORDED <br />VOTE: AYES: MR. BARBOUR, MR. DAVIS, MR. FIFE, MR. VAN YAHRES AND MR. WRIGHT. NOES: NONE. <br /> <br /> THE PLANNING DIRECTOR PRESENTED THE PLANNING COMMISSION'S RECOMMENDATION FOR AN <br /> <br />AMENDED MAJOR THOROUGHFARE PLAN. HE STATED THAT THE COMMISSION WAS LOOKING AT THE PLAN <br />FROM AN OVER ALL TRANSPORTATION STANDPOINT AND NOT JUST STREETS~ AND THAT IT WAS DESIGNED <br />ALONG THE FOLLOWING PLANNING PRINCIPLES: NEIGHBORHOOD INTEGRITY~ PRESERVATION OF SOUND <br />HOUSING, TRANSPORTATION SYSTEM THAT DOES NOT CUT PEOPLE OFF FROM PUBLIC FACILITIES~ <br /> <br />~IP~ENTAL PROTECTION, BALANCED TRANSPORTATION SYSTEM~ FULL USE OF EXISTING STREETS~ <br />AND PROVIDING A THOROUGHFARE PLAN THAT THE CITY CAN AFFORD. WRIGHT THAT THE PREVIOUSLY ADOPTED MASTER THOROUGHFARE PLAN BE AMENDED <br /> <br />TO LIMIT CONSTRUCTION TO FOUR TRAFFIC LANES ON PRESTON AVENUE BETWEEN MC INTIRE ROAD AND <br />~OTH STREET~ BUT PURCHASE RIGHT-OF-WAY TO ACCOMMODATE SI~ LANES~ WAS ADOPTED BY THE <br />FOLLOWING VOTE: AYES: MR. DAVIS, MR. VAN YAHRES AND MR. WRIGHT. NOES: MR. BARBOUR AND <br />MR. FIFE. <br /> <br /> ON MOTION BY MR. ~ARBOUR~ SECONDED BY MR. WRIGHT~ THE CITY MANAGER AND PLANNING <br />DIRECTOR WERE AUTHORIZED TO PRESENT AND DISCUSS THE PROPOSED MASTER THOROUGHFARE PLAN <br />WITH THE STATE HIGHWAY DEPARTMENT BEFORE A PUBLIC HEARING IS HELD. <br /> <br /> THE CITY ATTORNEY REPORTED THAT THE OWNERS OF PARCELS A AND B~ NEEDED FOR THE NEW <br /> <br />HIGH SCHOOL~ HAVE VOLUNTARILY AGREED TO SELL TO THE CITY AT THE AGREED PRICE. HE STATED <br />THAT ONE OF THE OWNERS DESIRES A DEFERRED PAYMENT AS TO A PART OF HIS SHARE OF THE AGREED <br />PRICE~ AND REQUESTED THE COUNCIL TO APPROVE THE EXECUTION OF FIVE PROMISSORY NOTES TO <br />COVER SUCH PAYMENTS. (COPIES ON FILE WITH CLERK OF THE COUNCIL). ON MOTION BY MR. WRIGHT, <br />SECONDED BY MR. FIFE~ THE MAYOR WAS AUTHORIZED TO EXECUTE THESE NOTES ON BEHALF OF THE CITY. <br /> <br /> ON MOTION BY k~R. HE STATED THAT DR. MALCOLM TENNEY~ HEALTH OFFICER FOR NELSON COUNTY, <br />HAS RECEIVED ENDORSEMENT FROM THE NELSON COUNTY BOARD OF SUPERVISORS FOR THE MERGER. <br />DR.
