PETITION RE: <br />PUBLIC HOUSING <br /> <br />REQUEST RE: APPROVAL <br />PROPOSED LOW RENT <br />HOUSING PROJECTS <br /> <br />RESOLUTION RE: LOW-RENT <br />PUBLIC HOUSING <br /> <br />MAY KNOW WHEN THEY CAN EXPECT RELIEF FROM OVERCROWDING AND FURTHER WHEN WE HAY <br /> <br />EXPECT TO RETURN TO A NEIGHBORHOOD SCHOOL CONCEPT PLUS A MORE FEASIBLE SOLUTION <br />TO THE PRESENT SIX GRADE PROGRAM. <br />! WOULD FURTHER LIKE TO POINT OUT THAT THE SITE PRESENTLY SELECTED WILL NOT <br /> <br />HAVE ANY MAJOR STREET IMPROVEMENTS TO THIS LOCATION WITHIN THE NEXT THREE TO FIVE <br /> <br />YEARS, AND IT SHOULD BE FURTHER UNDERSTOOD THAT THE CItY COUNCIL IS INTERESTED IN <br /> <br />A MAJOR STREET IMPROVEMENT ALONG FIFTH STREET TO INTERSECT WITH INTERSTATE 64 AT <br /> <br />THE VERY EARLIEST DATE~ BUT IT WOULD NOT BE ECONOMICALLY SOUND TO SPEND TEMPORARY <br />MONEY FOR STREET IMPROVEMENTS OR SIDEWALK INSTALLATIONS UNTIL THE ENTIRE PROJECT <br /> <br />IS INCORPORATED AND COORDINATED WITH THE STATE HIGHWAY DEPARTMENT AND THE BUREAU <br />OF PUBLIC ROADS. <br /> SINCE THE SCHOOL BOARD HAS ASSURED US THAT THIS LOCATION AND TYPE OF BUILDING <br /> <br /> IS RECOMMENDED AND IS PART OF THE PEABODY REPORT AND HAVING FULL CONFIDENCE IN THE <br /> <br />SCHOOL BOARD~ J AM PLEASED TO CAST MY VOTE IN FAVOR OF THE ACQUISITION OF THE PROPERTY <br />REFERRED TO. <br /> <br /> A PETI-TION, CONTAINING 138 SIGNATURES, WAS PRESENTED REQUESTING THE COUNCIL TO <br />REJECT THE FIRST STREET SITE FOR PUBLIC HOUSING. <br /> <br /> ON MOTION THE MEETING ADJOURNED. <br /> <br /> ~-- - CLERK [x,._~ / PRESIDENT <br /> <br />COUNCIL CHAMBER - FEBRUARY 20, 1967 <br /> <br /> THE COUNCIL MET IN REGULAR SESSION ON THIS DATE WITH THE FOLLOWING HEMBERS <br /> <br /> PRESENT: MR, HAGGERTY~ MR. JOHNSON~ MR. MOUNT~ MR. RENNOLDS AND MR. VOGT. ABSENT: NONE* <br /> REV* C. SPURGEON PASCHALL GAVE THE iNVOCATION. <br /> <br /> THE MINUTES OF THE MEETING OF FEBRUARY 6~ 1967 WERE READ AND APPROVED. <br /> <br /> MR. E. R. SLAUGHTER ADDRESSED THE COUNCIL AND REQUESTED APPROVAL OF THREE SITES <br />FOR PROPOSED LOW RENT HOUSING PROJECTS AS FOLLOWS: (~) GARRETT STREET CONSTRUCTION SITE <br />(2) REVISED RIDGE STREET CONSTRUCTION SITE, AND (3) FIRST STREET CONSTRUCTION SITE. MR. <br />ARRINGTON THEN EXPLAINED AND OUTLINED THE SITES~ AFTER WHICH THE MAYOR AFFORDED EVERYONE <br />WHO WISHED TO BE HEARD AN OPPORTUNITY TO SPEAK EITHER FOR OR AGAINST THE PROPOSALS. A <br />NUMBER OF PEOPLE ADDRESSED THE COUNCIL WITH REFERENCE TO PUBLIC HOUSING AND ME. GEORGE <br />GILMER PROPOSED THAT SOME LOW RENT HOUSING BE BUILT BY PRIVATE ENTERPRISE. MR. EUGENE <br />WILLIAMS REQUESTED THAT THE FOLLOWING RESOLUTION BE RE.AD INTO THE RECORDS: <br /> <br /> WHEREAS, THE CITY COUNCIL OF CHARLOTTESVILLE APPOINTED A HOUSING ADVISORY <br /> COMMITTEE TO RECOMMEND SITE(S) FOR LOW-RENT PUBLIC HOUSING~ AND <br /> <br /> WHEREAS, THREE SITES HAVE BEEN RECOMMENDED TO THE REDEVELOPMENT AND HOUSING <br />AUTHORITY -- MADISON AVENUE, FIRST STREET AND GARRETT STREET -- TO BE RECOMMENDED TO <br />THE CITY COUNCIL, AND <br /> <br /> WHEREAS, A MOVEMENT HAS GOTTEN UNDER WAY, WITH THE SUPPORT OF THE CtTYIS <br />LARGEST LOCAL NEWSPAPER, TO OPPOSE THE MADISON AVENUE AND FIRST STREET SITES AND <br />RETURN TO THE RIDGE STREET - HARTMAN MILLS ROAD AREA, WHICH HAS BEEN TURNED DOWN <br />TWO TIMES PREVIOUSLY~ AND <br /> <br /> WHEREAS~ THE PROPONENTS OF THE MOVEMENT GIVES REASONS AMONG OTHERS T~__ PUBLIC <br />HOUSING CAN BE PROVIDED IN CHARLOTTESVILLE AT THE PRESENT TIME WITHOUT COMPROMISING <br />RESIDENTIAL NEIGHBORHOODS THAT ARE FREE FROM BLIGHT AND DECAY~> AND <br /> <br /> WHEREAS~ CHARLOTTESVILLE HAS NOT FOR ALL OF THESE YEARS PROMOTED EQUAL <br />OPPORTUNITES - EDUCATION~ EMPLOYMENT AND OPEN OCCUPANCY -- FOR ALL OF ITS CITIZENS; <br />THEREFORE <br /> <br /> RESOLVED, THAT THE CHARLOTTESVILLE BRANCH OF THE NATIONAL ASSOCIATION FOR <br /> <br />40! <br /> <br /> <br />
